City of Arcola City Council met Oct. 21.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Henson, Budd, Hensley and Helmuth. Alderpersons Becerra and Foran were not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Henson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Adam Kremer of Milano & Grunloh Engineers, LLC gave an update on Libman Street improvements; DECO Grant for sanitary sewer improvements; RIPI and Downtown Grant.

APPROVAL OF OCTOBER 07, 2024 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the October 07, 2024 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF OCTOBER 05, 2024 THROUGH OCTOBER 18, 2024 BILLS Alderman Hensley moved to approve the October 05, 2024 – October 18, 2024 bills as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 1 – LIBMAN TRUCK ROUTE -- $432,694.71 Alderman Henson moved to approve Pay Request No. 1 – Libman Truck Route with amended amount of $433,232.91. Alderwoman Helmuth seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 24-R-9, ALLOCATION OF ADDITIONAL FUNDS FOR DOWNTOWN WATER MAIN REPLACEMENT Alderman Budd moved to approve Resolution No. 24-R-9 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 24-R-10, GENERAL SERVICES AGREEMENT WITH COLES COUNTY REGIONAL PLANNING Alderman Hensley moved to approve Resolution No. 24-R-10 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-S-12, AN ORDINANCE AMENDING A BUSINESS DISTRICT FAÇADE AGREEMENT WITH DALE AND BONNIE YODER Alderman Budd moved to approve Ordinance No. 24-S-12 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE 24-S-13, TIF STOREFRONT REDEVELOPMENT AGREEMENT WITH ARCOLA’S HISPANIC AND AMERICAN GROCERY – 117 W WASHINGTON Alderman Budd moved to approve Ordinance No. 24- S-13 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-S-14, AN ORDINANCE APPROVING A BUSINESS DISTRICT REDEVELOPMENT AGREEMENT WITH OTTO REAL ESTATE Alderwoman Helmuth moved to approve Ordinance No. 24-S-14 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR PAUL GOODWIN – SEWER OPERATOR LICENSE Alderman Henson moved to approve salary increase for Paul Goodwin in amount of $ .50 per hour and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE MOVING DAVID GARCIA-TOWAR FROM PART-TIME EMPLOYMENT STATUS TO FULL-TIME EMPLOYEE Alderman Henson moved to approve moving David Garcia-Towar from part-time employment to full-time status starting 10-22-24. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

Alderman Henson Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Had nothing at this time.

Attorney Bequette stated that it has been a privilege to serve Arcola as attorney for the last 15 years.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

Adjourned at 7:14 p.m.
