Village of Arthur Board of Trustees met Oct. 7.

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held on Monday, October 7, 2024, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00 pm. Roll call was answered by Trustees Matt Bernius, Mike Hilgenberg, Isai Gutierrez, Jim Fleming, Dave Tiffan, and Christy Miller.
Pledge of Allegiance
President Randall asked M. Bernius to lead the Pledge of Allegiance.
Public Comment
Visitors present were Shannon Cheek, Mark Montgomery, and Beth Wiley. ALAH school superintendent Shannon Cheek addressed the Board regarding the school referendum that will be on the November 5, 2024 ballot. Mr. Cheek highlighted the current problems with the high school building. He provided a map and details on how these problems would be addressed if the referendum passes. These solutions would increase space for ag, industrial arts, science labs, the cafeteria, classroom sizes, bathrooms, and the parking lot. HVAC and an elevator would also be added. He noted that every part of the building would be touched by this plan. Tours will be conducted on October 15 and October 30 for the public. The referendum is for 24.6 million dollars, with the School Board committing an additional five million dollars in sales tax toward the project.
Approval of Minutes
C. Miller made a motion to approve the September 16, 2024 Board of Trustees Regular Meeting Minutes. I. Gutierrez seconded. All Trustees voted YEA.
Approval of Expenditures
M. Hilgenberg made a motion to approve expenditures in the amount of $383,735.23. M. Bernius seconded. All Trustees voted YEA.
Village President Comments and Announcements
President Randall reported that the roof on the hitchrack is finished and work on the remaining roofs will continue.
Trustees' Reports
M. Bernius reported that the FFA alumni porkchop supper will be held Friday, October 11 before the football game at the women's club stand.
I. Gutierrez noted that the hitchrack roof looks great.
Chief of Police Report
Police Chief Elliott Tinnon was sworn in. He provided monthly reports from the Police Department. It was also reported that Officer Beau Jones is now a full-time officer and is finished with training.
Public Works Supervisor's Report
Grant Corum provided reports from the Public Works department. Grant provided a project update from Grunloh Construction. The Phase 2 clarifier improvements are 60% complete. Grant also provided details about the roof replacement at the Public Works facility by Prairieland Construction, which was covered by manufacturer's warranty.
Village Attorney Report
Village Attorney Kenny Crossman had no report.

New Business
1. M. Hilgenberg made a motion to approve a street closing event by Peoples Bank and Trust on Thursday, October 24, 2024. C. Miller seconded. All Trustees voted YEA.
2. Mark Montgomery presented details on a TIF request for 206 South Vine Street. Discussion took place regarding TIF criteria and insurance coverage. M. Bernius made a motion to approve a TIF Construction Grant request for 206 South Vine Street, Arthur, IL in the amount of $2,130.00 (50% of the $4,260.00 project) pursuant to receiving determination from the insurance company that the damage is not covered. D. Tiffan seconded. All Trustees voted YEA.
3. C. Miller made a motion to approve Ordinance 10-07A-2024: An ordinance declaring the 2018 Ford Carryall (VIN: 1FM5K8AR6JGB34673) Police Department vehicle as surplus personal property and authorizing the Chief of Police to dispose of the same with or without public notice. I. Gutierrez seconded. Trustees Bernius, Hilgenberg, Gutierrez, Fleming, and Miller voted YEA. Trustee Tiffan abstained. Motion passed.
4. M. Bernius made a motion to approve Ordinance 10-07B-2024: An ordinance declaring the 2006 Ford F250 Super Duty Carryall (VIN: 1FTNF21576ED18431) Street Department vehicles as surplus personal property and authorizing the Public Works Supervisor to dispose of the same with or without public notice. C. Miller seconded. Trustees Bernius, Hilgenberg, Gutierrez, Fleming, and Miller voted YEA. Trustee Tiffan abstained. Motion passed.
5. Police Chief Elliott Tinnon reported that the crossing guard at the high school will be off work for 6-12 weeks for medical reasons. M. Bernius made a motion to approve the hiring of a temporary crossing guard for the high school at a rate of $15.00 per hour. I. Gutierrez seconded. All Trustees voted YEA.
6. M. Bernius made a motion to postpone action on approving the Annual Auditor's Report. C. Miller seconded. All Trustees voted YEA.
General Discussion
Discussion took place about an intergovernmental agreement that would allow the speed trailer to be used on State Highway 133 near the Arthur Christian School.
President Randall reported that October 26, 2024 will be the last show of Penn Station Theater, and the Christmas show has been cancelled.

C. Miller made a motion to adjourn. I. Gutierrez seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:43 pm.
