City of Arcola City Council met Oct. 7 .

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Helmuth, Henson, Becerra and Budd. Alderman Foran and Hensley were not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE

Alderwoman Helmuth led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT

Attorney Bequette stated he is resigning as the city attorney and that the next meeting will be his last to attend.

APPROVAL OF SEPTEMBER 16, 2024 COUNCIL MEETING MINUTES

Alderwoman Helmuth moved to approve the September 16, 2024 council meeting minutes as presented and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF SEPTEMBER 14, 2024 THROUGH OCTOBER 01, 2024 BILLS

Alderman Hensley moved to approve the September 14, 2024 – October 01, 2024 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR SEPTEMBER 2024

Alderwoman Helmuth moved to approve the Treasurer’s report for September 2024 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE SEPTEMBER ZONING OFFICER’S REPORT

The Zoning Officer reported 3 permits issued in the month of September with valuation of $161,000 and $269.80 in fees collected. Alderman Hensley moved to approve the September Zoning Officer’s report as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE

The TIF Advisory Committee met September 25th, reviewed and recommended the council approve a request from Arcola Hispanic and American Grocery for a Storefront Rebate of the TIF eligible expenses for the asphalt repaving of the parking lot at 117 W. Washington. Alderman Budd moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE IMLRMA INSURANCE RENEWAL

Alderman Hensley moved to approve the renewal of IMLRMA Insurance in amount of $51,641.90. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-C-2, AN ORDINANCE AMENDING CHAPTER 2 OF THE ARCOLA MUNICIPAL CODE

Alderman Hensley moved to approve Ordinance No. 24-C-2 amending the elected officers salaries to the following:

Mayor $9,000 Clerk $5,400

Treasurer $5,400 Aldermen $2,400

Alderwoman Helmuth seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE TERMINATION OF EMPLOYMENT – DUSTIN EMBERTON

Alderwoman Helmuth moved to approve termination of employment – Dustin Emberton and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Helmuth Had nothing at this time.

Alderman Becerra Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Hensley Reported the Budget & Finance Committee met prior to this meeting. Kelsey Swing of Gilbert, Metzger and Madigan gave

presentation of the annual audit. The

Committee discussed setting annual levy,

considered Business District Request from

Dale and Bonnie Yoder, Approve amending

salaries of elected officials and considered

allocating Additional Business District/TIF

Funds Main Street water main extension.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
