City of Arcola City Council met Sept. 3.
Here are the minutes provided by the council:
Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Helmuth, Henson, Becerra and Budd. Alderman Hensley was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.
PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
APPROVAL OF AUGUST 19, 2024 COUNCIL MEETING MINUTES Alderwoman Helmuth moved to approve the August 19, 2024 council meeting minutes as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
APPROVAL OF AUGUST 17, 2024 THROUGH AUGUST 30, 2024 BILLS Alderman Becerra moved to approve the August 17, 2024 – August 30, 2024 bills as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE AUGUST ZONING OFFICER’S REPORT The Zoning Officer reported 2 permits issued in the month of August with valuation of $34,000 and $57.60 in fees collected. Alderman Foran moved to approve the August Zoning Officer’s report as presented and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
Alderman Hensley arrived at 7:03 p.m.
CONSIDER AND APPROVE RESOLUTION NO. 24-R-8, OSLAD GRANT PROGRAM RESOLUTION OF AUTHORIZATION – ARCOLA KELLY MOORE MEMORIAL PARK IMPROVEMENTS Alderman Budd moved to approve Resolution No. 24-R-8 with amended budget estimate amount being $800,000.00 and City to pay a 50% match of $400,000.00. Alderwoman Helmuth seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND AWARD BID FOR REBUILD MAIN STREET PROJECT – FULLER WENTE CONSTRUCTION $1,310,697.10 Alderman Henson moved to award bid for Rebuild Main Street Project to Fuller Wente Construction in amount of 1,310,697.10. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND SET TRICK OR TREAT HOURS (SATURDAY, OCTOBER 26) Alderman Budd moved to set trick or treat hours for Saturday, October 26th from 6:00 – 8:00 p.m. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

Alderman Becerra Had nothing at this time.
Alderman Budd Reported the Budget & Finance Committee met prior to this meeting and discussed the proposal
from IMLRMA—Insurance.
As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
