Village of Arthur Board of Trustees met Sept. 3.

Here are the minutes provided by the board:

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held on Tuesday, September 3, 2024, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00 pm. Roll call was answered by Trustees Matt Bernius, Mike Hilgenberg, Isai Gutierrez, Jim Fleming, and Christy Miller. Trustee Dave Tiffan was absent.

Pledge of Allegiance

President Randall led the Pledge of Allegiance.

Public Comment

George Fritz was the only visitor present.

Approval of Minutes

M. Hilgenberg made a motion to approve the August 19, 2024 Board of Trustees Regular Meeting Minutes. I. Gutierrez seconded. All Trustees voted YEA.

Approval of Expenditures

M. Hilgenberg made a motion to approve expenditures in the amount of $35,013.38. C. Miller seconded. All Trustees voted YEA.

Village President Comments and Announcements

President Randall offered condolences to Grant Corum on the passing of his mother-in-law. A special thank you was given to Stephanie Wierman and her family for all the work they did to make the Cheese Festival a success.

The Legacy of Love open house will be on September 7, 2024.

On September 10, 2024 the largest operating steam engine "Big Boy" will make its way through Arthur.

Trustees' Reports

M. Bernius echoed his thanks to Stephanie Wierman and her family, along with the Police Department and the Public Works Department for all the work they did during the Cheese Festival weekend. He also noted the Police Department's help to make the tractor cruise run smoothly.

M. Bernius reported that 1,511 people were served at the Fire Department's pancake breakfast fund raiser.

M. Hilgenberg also noted the success of the Cheese Festival.

Chief of Police Report

Police Chief Goodman will provide the monthly Police report and animal control report at the next meeting.

Chief Goodman went over a dispute, charges, and arrests made during the Cheese Festival. Officer Mullins will be off her probationary period on August 25, 2024.

Public Works Supervisor's Report

Grant Corum was absent but provided a report from the Public Works department.

Village Attorney Report

Village Attorney Kenny Crossman had no report.

Unfinished Business

None

New Business

1. George Fritz provided details about his work at 119 South Vine Street. He noted the problems of floor damage and mold. He gave a brief history of the building's maintenance. The Board went through the TIF criteria and the application. C. Miller made a motion to approve the TIF grant request for property at 119 South Vine Street, Arthur, IL in the amount of $7,660.00 (50% of the $15,321.00 project). J. Fleming seconded. Trustees Bernius, Hilgenberg, Fleming, and Miller voted YEA. Trustee Gutierrez abstained. Motion passed.

2. President Randall communicated with IML Risk Management that the Village could be seeking bids for insurance this year. He also noted that the IML premium has gone down over the last two years. There is a 3% discount to register early. M. Bernius made a motion to approve IML Risk Management Association early renewal option in the amount of $57,906.00. M. Hilgenberg seconded. All Trustees voted YEA.

3. President Randall provided information regarding the water treatment plant roof replacement. Two bids were received, and the Village will only have a $500.00 deductible to pay. M. Hilgenberg made a motion to award the bid for the water treatment plant roof replacement to Otto's Construction, LLC in the amount of $24,514.00. I. Gutierrez seconded. All Trustees voted YEA.

4. Kenny Crossman explained that the Village received an insurance claim, which needs to be shown going into and out of the appropriated funds. M. Bernius made a motion to approve Ordinance 09-03A-2024: An ordinance adopting a supplemental Appropriation Ordinance in the amount of $6,519,528.89 for insurance claims received in the amount of $103,269.77 for damages incurred by Village of Arthur property pursuant to 65 ILCS 5/8-2-7. J. Fleming seconded. All Trustees voted YEA.

5. President Randall presented two bids for roofing, guttering, exterior doors replacement, etc. on the Municipal Building, Welcome Center, and hitchrack. The bids from I-57 Roofing and Otto's Construction were discussed. M. Bernius noted that the insurance claim was in the amount of $83,882.69. J. Fleming made a motion to approve the bid from Otto's Construction in the amount of $109,363.00. M. Bernius seconded. All Trustees voted YEA. 6. Discussion took place on providing email accounts for Village employees or Departments.

President Randall noted that Gmail accounts cost $72.00 per year. Kenny Crossman suggested that the website company used by the Village could have better prices. C. Miller made a motion to postpone action to look into other options and prices. I. Gutierrez seconded. All Trustees voted YEA.

General Discussion

President Randall noted that Saturday, September 14 is town-wide cleanup day.

On September 28, 2024 from 2:00-4:00 pm there will be an open house to honor Chief Goodman's retirement as Chief of Police.

Next year's election will be held on April 1, 2025.. Anyone wishing to run should pick up forms at the Municipal Building. Terms ending this year include the Village President, Village Clerk, and three Trustee positions.

M. Bernius made a motion to adjourn. J. Fleming seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:39 pm.
