Village of Arthur Board of Trustees met Aug. 5.

Here are the minutes provided by the board:

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held on Monday, August 5, 2024, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00 PM. Roll call was answered by Trustees Matt Bernius, Mike Hilgenberg, Isai Gutierrez, Jim Fleming, Dave Tiffan, and Christy Miller.

Pledge of Allegiance

President Randall asked Sergeant Elliott Tinnon to lead the Pledge of Allegiance.

Public Comment

Penny Jess was the only visitor present.

Consent Agenda

C. Miller made a motion to approve the Consent Agenda including the July 15, 2024 Board of Trustees Regular Meeting Minutes; the July 19, 2024 Police and HR Joint Committee Meeting Minutes; and the July 19, 2024 Police and HR Joint Committee Executive Session Minutes. M. Bernius seconded. All Trustees voted YEA.

Approval of Expenditures

M. Hilgenberg made a motion to approve expenditures in the amount of $145,205.61. I. Guitierrez seconded. All Trustees voted YEA.

Village President Comments and Announcements

President Randall noted the passing of former Village President Phil Kitchen, who was a visionary business leader, a dedicated public servant, and a supportive citizen of our community. M. Bernius also read a statement describing the accomplishments of Phil Kitchen and the impact he had on the Village of Arthur.

Trustees' Reports

Village Trustees echoed their appreciation for everything Phil Kitchen did for this community.

C. Miller noted that school will begin August 14, 2024.

Chief of Police Report

Police Chief Goodman provided monthly reports from the Police Department. President Randall read the Chief's formal letter of retirement, which will take effect on September 30, 2024. Chief Goodman began working for the Village in July of 1994. Chief Goodman thanked the Board for their support and trust over the years. President Randall thanked Chief Goodman for his years of dedication and service.

Chief Goodman and Sergeant Tinnon will attend Beau Jones' graduation on August 9, 2024.

Public Works Supervisor's Report

Grant Corum was absent.

Village Attorney Report

Village Attorney Kenny Crossman had no report.

New Business

1. Penny Jess was present to give details about her snowcone truck, which she would like to set up on Village property on Fridays and Saturdays from noon until 8:00 pm. Discussion took place on locations. M. Bernius made a motion to approve a request from PJs Snowcones to set up on Village property (grass lot north of Binion's Barbershop) on Fridays and Saturdays from noon until 8:00 pm through the end of October 2024. M. Hilgenberg seconded. All Trustees voted YEA.

2. M. Bernius made a motion to approve a request by the Heart of Amish Country Rodeo to access a portion of the lagoon property on August 16-17, 2024 for contestant parking. D. Tiffan seconded. All Trustees voted YEA.

3. C. Miller made a motion to approve Ordinance 08-05A-2024: An Ordinance restricting Village-owned parking areas to motorized vehicle parking only. M. Hilgenberg seconded. All Trustees voted YEA.

4. Kenny Crossman gave details about his discussion with the Park Board regarding people camping in vehicles overnight. J. Fleming noted this Ordinance does not affect the current camping area. M. Bernius made a motion to approve Ordinance 08-05B-2024: An Ordinance Regulating Public Camping within Corporate Boundaries and other Actions in connection therewith. M. Hilgenberg seconded. All Trustees voted YEA.

5. Kenny Crossman provided details about a request to vacate an alley. A public utility easement would remain on the fifteen-foot-wide alley. Seven-and-a-half feet on each side would belong to adjoining property owners. M. Hilgenberg made a motion to approve Ordinance 08-05C-2024: An Ordinance vacating the alley between Illinois Street and Washington Street between Cypress Street and Cedar Street pursuant to 65 ILCS 5/11-91-1. I. Gutierrez seconded. All Trustees voted YEA.

6. J. Fleming made a motion to approve Ordinance 08-05D-2024: An Ordinance Declaring Two (2) laptop computers from the Police Department as excess property and authorizing the Chief of Police to sell or dispose of the excess property. I. Gutierrez seconded. All Trustees voted YEA.

7. M. Bernius made a motion to enter Executive Session (5 ILCS 120/2(c)(1).) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. D. Tiffan seconded. All Trustees voted YEA.

C. Miller made a motion to return to Regular Session. J. Fleming seconded. All Trustees voted YEA. Roll call was answered by M. Bernius, M. Hilgenberg, I. Gutierrez, J. Fleming, D. Tiffan, and C. Miller.

8. As a result of Executive Session, C. Miller made a motion to appoint Sergeant Elliott Tinnon as Chief of Police beginning October 1, 2024 at an annual salary of $75,000.00. I. Gutierrez seconded. Trustees Hilgenberg, Gutierrez, Fleming, Tiffan, and Miller voted YEA. Trustee Bernius abstained. Motion passed.

9. M. Bernius made a motion to enter Executive Session. J. Fleming seconded. All Trustees voted YEA. Executive Session (5 ILCS 120/2(c)(1).) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body.

M. Hilgenberg made a motion to return to Regular Session. I. Gutierrez seconded. All Trustees voted YEA. Roll call was answered by M. Bernius, M. Hilgenberg, I. Gutierrez, J. Fleming, D. Tiffan, and C. Miller.

10. As a result of Executive Session, M. Bernius made a motion to award Grant Corum a one- time $5,000.00 performance bonus. J. Fleming seconded. All Trustees voted YEA.

M. Bernius made a motion to adjourn. D. Tiffan seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:54 pm.
