City of Arcola City Council met Jan. 15.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Henson, Becerra, Foran, Hensley and Helmuth. Alderman Budd was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Henson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Adam Kremer of Milano & Grunloh Engineering gave an update of the Libman Street improvements, MFT – Schrock Drive, DCEO Grant for sanitary sewer improvements, RIPI and Downtown Grant.

APPROVAL OF JANUARY 02, 2024 COUNCIL MEETING MINUTES Alderman Hensley moved to approve the January 02, 2024 council meeting minutes as presented and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF DECEMBER 30, 2023 THROUGH JANUARY 12, 2024 BILLS Alderwoman Helmuth moved to approve the December 30, 2023 – January 12, 2024 bills as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TOURISM ADVISORY COMMITTEE The Tourism Advisory Committee met January 11, 2024, reviewed and recommended the council approve funding request from the Arcola Chamber of Commerce in amount of $12,733.53. Alderman Foran moved to accept the recommendation of the Tourism Advisory Committee and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met January 10, 2024, reviewed and recommended the council approve the following:

1. Request from BM Property Management for a Storefront Rebate of the TIF eligible expenses for the exterior improvements to the property located at 124 E. Main. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

2. Request from BM Property Management for a 20% Rebate for the TIF eligible expenses for remodeling improvements to the property located at 124 E. Main. Alderman Becerra moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

3. Request from J & L LLC. (Josh Headrick and Lindsey Headrick-Clark) for a 20% Rebate of the TIF eligible expenses for the purchase and improvements to the property at 109 N. US Highway 45. Alderman Henson moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-S-1, INTERGOVERNMENTAL AGREEMENT WITH DOUGLAS COUNTY, THE CITY OF TUSCOLA, THE CITY OF VILLA GROVE – COUNTY ECONOMIC DEVELOPMENT Alderman Foran moved to approve Ordinance No. 24-S-1 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-Z-1, AN ORDINANCE AMENDING THE CLASSIFICATION OF ZONING AND GRANTING A SPECIAL USE PERMIT FOR 905 GREEN MILL ROAD – RESERVE ARCOLA LLC Alderwoman Helmuth moved to approve Ordinance No.24-Z-1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 24-Z-2, SPECIAL USE PERMIT FOR 520 E SPRINGFIELD ROAD – NON-CONFORMING SETBACK Alderman Becerra moved to approve Ordinance No. 24-Z-2 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CHANGE ORDER NO. 2 – SCHROCK DRIVE $3,108.50 Alderwoman Helmuth moved to approve Change Order No. 2 – Schrock Drive in amount of $3,108.50. Alderman Henson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Henson Reported the Police, Ordinance & Enforcement Committee met prior to this meeting and discussed making changes to liquor licenses and gaming ordinances.

Alderman Becerra Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

Adjourned at 7:13 p.m.
