City of Arcola City Council met Nov. 20.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Budd, Foran, Hensley, Helmuth, Henson and Becerra. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Mitch Hardiek of Milano & Grunloch Engineers, LLC gave an update on Libman Street Improvements, MFT-Schrock Drive, DCEO Grant for Sanitary Sewer Improvements, RIPI and Downtown Grant.

APPROVAL OF NOVEMBER 06, 2023 COUNCIL MEETING MINUTES Alderman Foran moved to approve the November 06, 2023 council meeting minutes as presented and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

APPROVAL OF NOVEMBER 04, 2023 THROUGH NOVEMBER 17, 2023 BILLS Alderman Hensley moved to approve the November 04, 2023 – November 17, 2023 bills as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 23-R-11, A RESOLUTION AMENDING TIF FUNDS FOR PARK GRANT PROJECT Alderman Henson moved to approve Resolution No. 23-R-11 , amending TIF Funds for Park Grant Project in amount of $554,248.05. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-S-9, BUSINESS DISTRICT REDEVELOPMENT AGREEMENT WITH FRED HELMUTH, 462 E. SPRINGFIELD STOREFRONT REBATE Alderman Budd moved to approve Ordinance No. 23-S-9 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-S-10, BUSINESS DISTRICT REDEVELOPMENT AGREEMENT WITH DUANE KAUFFMAN, 462 E SPRINGFIELD RETAIL STORE REMODEL – 50% REBATE Alderman Becerra moved to approve Ordinance No. 23-S-10 and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-C-3, AN ORDINANCE AMENDING CHAPTER 23 OF THE ARCOLA MUNICIPAL CODE – WATER AND SEWER RATES Alderman Budd moved to approve Ordinance No. 23-C-3 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 3, SCHROCK DRIVE RECONSTRUCTION ($86,562.34) Alderman Foran moved to approve Pay Request No. 3 for Schrock Drive Reconstruction in amount of $86,562.34. Alderwoman Helmuth seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Budd Reported the Water & Sewer Committee met following last regular council meeting and discussed the water & sewer rate increases.

Alderman Foran Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Helmuth Had nothing at this time.

Alderman Henson Had nothing at this time.

Alderman Becerra Reported the Employee Relations Committee met prior to this meeting, considered and approved bonuses for full and part-time employees. Also considered and approved policy amendment to meet Illinois Public Act 102-1143 requirements – Paid Leave for All Workers Act.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.
