City of Arcola City Council met June 19.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Helmuth, Becerra, Budd and Foran. City Administrator Wagoner was also present. Alderpersons Hensley and Henson and Treasurer Anderson and Attorney Bequette were not present.

PLEDGE OF ALLEGIANCE Alderwoman Helmuth led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Mitch Hardiek of Milano & Grunloh Engineers, LLC gave an update on the Libman Street improvements, Schrock Drive, Revolving Loan Fund, DCEO Grant for Sanitary Sewer Improvements, West Water Tower Painting, RIPI Grant, and Downtown Grant.

APPROVAL OF JUNE 05, 2023 COUNCIL MEETING MINUTES Alderman Foran moved to approve the June 05, 2023 council meeting minutes as presented and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF JUNE 03, 2023 THROUGH JUNE 16, 2023 BILLS Alderwoman Helmuth moved to approve the June 03, 2023 – June 16, 2023 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

REPORT FROM THE PLANNING COMMISSION The Planning Commission met June 12, 2023 reviewed and recommended the council approve a request from Juan Garza to rezone parcel located at 1008 Robin Lane from General Commercial to Multi-family. Alderman Foran moved to accept the recommendation of the Planning Commission and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Board met June 16, 2023 reviewed and recommended the council approve a request from BM Property Management for a Storefront Rebate of the TIF eligible expenses for the exterior improvements to the property located at 118 E. Main. BM Property Management also requested a 20% TIF Rebate of the eligible expenses for remodeling improvements to the property located at 118 E. Main. Alderwoman Helmuth moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND ACCEPT BID BOND FROM EARL WALKER COMPANY AND AWARD BID FOR SEAL COAT MAINTENANCE -- $116,653 Alderman Foran moved to accept Bid Bond from Earl Walker Company and award bid for seal coat maintenance in amount of $116,653. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 23-Z-3, VARIANCE FOR 429 W. JEFFERSON – CONSTRUCTION OF AN ADDITION WITH NON-CONFORMING FRONT SETBACK Alderman Foran moved to approve Ordinance No. 23-Z-3 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 23-R-7, A RESOLUTION REQUESTING TEMPORARY CLOSURE OF RT. 133 FOR THE BROOM CORN FESTIVAL PARADE FROM IDOT Alderman Becerra moved to approve Resolution No. 23- R-7 and was seconded by Alderwoman Helmuth. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 5 (FINAL) – JOINT WATER AGENCY -- $8,051.56 Alderman Foran moved to approve Pay Request No. 5 from Joint Water Agency in amount of $8,051.56. Alderwoman Helmuth seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

There were no committee reports.

CA Wagoner stated the fireworks will be on July 02nd at Green Mill Village and the Car Show is this weekend.

As this concluded the business of the meeting, Alderman Foran moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
