Mattoon City Council met Aug. 21.

Here is the minutes provided by the Council:

Mayor Gover presided and called the meeting to order at 6:30 p.m.

Mayor Gover led the Pledge of Allegiance.

The following members of the Council answered roll call physically present: YEA Commissioner Dave Cox, YEA Commissioner Sandra Graven, YEA Commissioner Rick Hall, YEA Commissioner Preston Owen, and YEA Mayor Tim Gover.

Also physically present were City personnel: City Administrator Kyle Gill, City Attorney Daniel C. Jones, Finance Director/Treasurer Beth Wright, Fire Chief Tony Nichols, Police Chief Jason Taylor, and City Clerk Susan O’Brien.

CONSENT AGENDA

Mayor Gover seconded by Commissioner Hall moved to approve the consent agenda consisting of minutes of the regular meeting August 7, 2018, bills and payroll for the first half of August, 2018.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

Mayor Gover opened the floor for Public comments or questions. Mrs. Alisa MacDonald voiced her concern over the lack of ambulances and provided her personal issue. Mr. Matthew Estes voiced his opinion on a Police Department matter. Chief Taylor would review the video. Mayor Gover asked Mr. Estes to contact the Police Department.

NEW BUSINESS:

Commissioner Hall seconded by Commissioner Graven moved to approve Council Decision Request 2018-1870, approving a $1,000 grant by the Tourism Advisory Committee from FY18/19 hotel/motel tax funds to the Lincoln Log Cabin Foundation in support of hosting the Harvest Frolic to be held September 22-23, 2018; and authorizing the mayor to sign the agreement.

Mayor Gover opened the floor for comments/discussion with no response.

Mayor Gover declared the motion carried by the following vote, YEA Commissioner Cox, YEA Commissioner Graven, YEA Commissioner Hall, YEA Commissioner Owen, YEA Mayor Gover.

Commissioner Hall seconded by Commissioner Cox moved to approve Council Decision Request 2018-1871, approving a $3,000 grant by the Tourism Advisory Committee from FY18/19 hotel/motel tax funds to the Mattoon Area Family YMCA in support of hosting the Girls on the Run East Central Illinois 5k to be held November 10, 2018; and authorizing the mayor to sign the agreement.

Commissioner Hall seconded by Commissioner Cox moved to approve Council Decision Request 2018-1872, approving a $4,200 grant by the Tourism Advisory Committee from FY18/19 hotel/motel tax funds to the Mattoon High School in support of hosting the Craig Dixon Golf Invite to be held on September 7 and 8, and the Girls Holiday Basketball Tournament to be held on December 27-29, 2018; and authorizing the mayor to sign the agreement.

Commissioner Cox seconded by Commissioner Owen moved to approve Council Decision Request 2018-1873, awarding the bid from Curry Construction in the amount of $2,123,200 for the Water Treatment Plant Clearwell construction project.

Commissioner Graven seconded by Commissioner Cox moved to approve Council Decision Request 2018-1874, awarding the bid from AJ Walker Construction in the amount of $124,944.24 for the sidewalk improvements project on Champaign Avenue from 27th Street to 22nd Street.

Mayor Gover opened the floor for questions/comments with no response.

DEPARTMENT REPORTS:

CITY ADMINISTRATOR/COMMUNITY DEVELOPMENT noted attendance with Mattoon in Motion of a Millikin Universitys Idea-to-Incubator Program demonstration in Decatur; reviewed TIF applications; met with a developer on a potential project; and noted inspections had been steady. Mayor Gover opened the floor for questions with no response.

CITY ATTORNEY had nothing to report. Mayor Gover opened the floor for questions with no response.

CITY CLERK noted business as usual with personnel, insurance, pensions, and FOIAs. Mayor Gover opened the floor for questions with no response.

FINANCE distributed and reviewed the July Financial Report and cash position. Mayor Gover opened the floor for questions with no response.

PUBLIC WORKS Administrator Gill had nothing new to report.

FIRE announced a few fundraisers, annual walkthroughs and LSC Communications standby. Mayor Gover opened the floor for questions with no response.

POLICE noted the problems with meth remain, a standoff last week called for multiple outside agencies’ involvement, and a meeting with Quakenbush on his property cleanup. Mayor Gover opened the floor for questions. Commissioner Cox inquired as to the number of armed standoffs. Chief Taylor responded with three times this year as a result of the early release of felons and increase in meth use. Mr. Estes and Mr. Kaye asked further questions of the situations with Chief Taylor responding.

ARTS AND TOURISM Commissioner Hall announced the Photography Show this week, upcoming reports from the 4th of July and Bagelfest, new website for Tourism Office, and Fall events. Mayor Gover opened the floor for questions with no response. Commissioner Hall announced the attendance of his brother to the Council meeting and provided accolades of his accomplishments.

Commissioners Cox, Graven, Hall, and Owen had no further comments.
