Red Bud City Council meets to approve bills

Members of the Red Bud City Council met Tuesday, Sept. 6.

Red Bud is governed by an aldermanic form of government. Along with the mayor, city clerk and treasurer, there are eight council members elected to four-year terms.

The City Council of Red Bud, Randolph County, Illinois met on Tuesday, September 06, 2016 at 7:00 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Tim Lowry, Clem Esker, Don Thompson, Mike Reed, Bill Hanebutt, Glenn Linnertz

Members Absent: David Friess, Kyle Donjon, Clarence Nail

Others Present: City Attorney Paul Ray, City Superintendent Josh Eckart, City Code Administrator Jeff Mueller, Police Chief John Brittingham, Administrative Assistant Pam Poetker, City Clerk Joanne Cowell

VI. Approval of Estimated and Listed Bills

Motion made by Council Member Reed, seconded by Council Member Thompson, to approve the estimated and listed bills. The vote was as follows: Thompson, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Esker, aye. Motion carried.

A. Resolution 16-007 for Cahokia Mounds

Motion made by Council Member Linnertz, seconded by Council Member Thompson, to approve Resolution 16-007, “Preserving The Mississippian Mounds Culture By Elevating The National Status Of Cahokia Mounds and Associated Mounds Complexes.” The vote was as follows: Reed, aye; Hanebutt, aye; Linnertz, aye; Esker, aye; Thompson, aye. Motion carried.

B. Fire Department Brush Truck (Finance)

Approval of purchase of a brush truck as bid ($43,835 to Weir Ford and $113,775 to Banner Fire), to be split evenly between the Red Bud Fire Company #1 and the Rural Fire Department

C. Regional Leaders Breakfast (Finance)

Approval of authorization of payment of the $250.00 sponsorship fee and registration fees for any city official and economic development member wishing to attend the October 13, 2016 Regional Leaders Breakfast

D. Training Request – Josh Wirth (Public Health & Safety)

Approval of request for Josh Wirth to attend the September 7, 2016 “Current Trends in Drug Abuse” training at Lindenwood, with not fee

E. RB 150 Special Event Request for “150” Events (Cultural)

Approval of request from Red Bud Chamber of Commerce to Approve Resolution No. 16-006, “A Resolution Authorizing Approval Of The Street Closing For The Red Bud Chamber Of Commerce Lighted Parade/Holiday Happenings”, help with the required barricades on Saturday, November 19, 2016 and use of the municipal parking lot, with a temporary electric service and use of tables

G. Request from Cub Scout Pack 342 (Cultural)

H. Request from the Shriners (Cultural)

M. Starter Blocks – Swim Team (Public Works)

Approval of request from the Red Bud Swim Team to purchase six starting blocks at $16,259.00, with the understanding that this will be the city’s only contribution to the swim team for a five year period

Motion made by Council Member Reed, seconded by Council Member Hanebutt, to approve the lease extension between the City of Red Bud and the North County Country Club for the full 20 year period. 3. Reciprocal Agreement between City of Red Bud and IDOR

Motion made by Council Member Reed, seconded by Council Member Thompson, to approve the “Reciprocal Agreement On Exchange Of Information Between The City Of Red Bud, Illinois And The Illinois Department Of Revenue.” The vote was as follows: Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye; Linnertz, aye. Motion carried.

B. Personnel Committee - Meeting August 25, 2016

1. Safety and Retirement Program Ordinance No. 1362

Motion made by Council Member Linnertz, seconded by Council Member Reed, to approve Ordinance No. 1362, “An Ordinance Amending Chapter 13 Of The Revised Code Of Ordinances Pertaining To Employment And Personnel.” The vote was as follows: Thompson, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Esker, pass. E. Code Enforcement Committee - Meeting August 25, 2016

Alderman Esker reported he had met with Charlie Wasum and G & S Foundry will be closing in 25 days. The property is mortgaged. There are people interested in the building. There was an unfavorable article about Red Bud in the St. Louis Business Journal. Esker would like to invite the writer down and showcase Red Bud as the best little industrial town in Southern Illinois.

F. Cultural Committee - Meeting August 25, 2016

1. Raffle License for Red Bud Senior Center

Motion made by Council Member Thompson, seconded by Council Member Linnertz, to approve the raffle license for the Red Bud Senior Center. The vote was as follows: Reed, aye; Hanebutt, aye; Linnertz, aye; Esker, aye; Thompson, aye; Motion carried.

2. Request from Action Auction Associates to Close Portion of Bloom Street on September 3, 2016

1. Mayor Lowry received Thank You note from the Human Service Center for the use and cleanliness of the city park for their Special Olympics.

2. Mayor Lowry said that the Catholic Church is planning on saying the rosary at the gazebo at Dieterich Bank and they were told that no permission is needed from the city, since that is property owned by the bank.
