Charleston Community Unit School District No. 1 Board Education met Aug. 19.

Here is the minutes provided by the board:

The Board of Education of Community Unit School District No. 1, Coles and Cumberland Counties, convened for a Public Hearing at the Administration Building – 410 West Polk Avenue, Charleston, IL 61920.

At 6:15 p.m., President Coe called the public hearing to order and asked Secretary Daniels for roll call.

Dr. Vilardo requested that the record show that this public hearing was being conducted through the use of a Webex internet audio conferencing service in accordance to Public Act 101-0640, which allows both open and closed meetings to be conducted via audio or video conference without the physical presence of a quorum of members. The general public could listen to the public meeting by phone. Comments or questions were to be submitted by email or postal mail by 6:00pm.

The following board members were physically present in the board room: Jason Coe, President

Scott Clarke, Vice President

Susan Daniels, Secretary

Charles Jarrell, Treasurer

Brian Gough (arrived at 6:18pm) Matt Titus

The following board member was absent: Eva Ritchey

The following staff members were physically present in the board room: Todd Vilardo, Superintendent of Schools

Chad Burgett, Assistant Superintendent for Business Services

Kristen Holly, Assistant Superintendent for Student Services

Genia Lang, Recording Secretary

President Coe asked if there were any comments, questions or written communications for the Board of Education. There were no comments, questions or written communications received.

Dr. Vilardo reported that Illinois law requires certain procedures that a school board must follow to adopt an annual budget. These actions include making the tentative budget available for public inspection and arranging for at least one budget hearing. He said that Assistant Superintendent for Business Services Chad Burgett would explain the details of the tentative budget and, afterwards, the public may ask questions or provide input on the tentative budget. The Board of Education will consider the adoption of the district’s annual budget in the regular meeting immediately following public hearing.

Assistant Superintendent Burgett reported that there were no changes in the tentative 2020-21 budget as presented at the July meeting, other than adding line items for COVID-19 related expenses. He reported that the budget was based on the following assumptions:

- The estimated beginning fund balances for July 1, 2020 are unaudited.

- Education fund revenues are based on receiving the same amount the district received the previous fiscal year.

- Approximately $500,000 of General State Aid was placed in the Operations and Maintenance Fund.

- There will be an increase in the amount of salary expenditures for this year as we move from 24 pays to 20 pays for CEA members.

- Insurance rates continue to increase.

- Education fund expenses are a projection based upon known hires as of this time.

- Included in the tentative budget are line items for the replacement of a district suburban with a mini-van to use for travel. Line items are also included for building level equipment.

- Line items in revenues and expenditures are included to address COVID-19 related necessities.

The district is scheduled to receive $719,000 in federal grant revenues to meet those needs as well as spending district level funds.

- A Deficit Reduction plan is not required at this time.

The tentative budget has revenues estimated at $28.7million and expenditures projected at approximately $30million

Following the report, Dr. Vilardo invited the public to ask questions or provide input on the tentative budget. There were no questions or comments received on the FY21 tentative budget.

At 6:24pm, Mr. Titus made a motion to adjourn from the public hearing. Mr. Jarrell seconded the motion.

ABSTAIN: none
