2018 Parolees Recap: Who was paroled in zip code 62428?

There was one offender released on parole during 2018 that lives in Greenup zip code 62428, according to Illinois Department of Corrections data obtained by East Central Reporter.

The data shows that the released offender was David A. Kemper. He was convicted of a crime involving alcohol in 2014, when he was 48. He is now 53.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
