Ethics investigation raises questions about former Shelby County employee

The report of a disciplinary case involving Deborah Riley, a former Shelby County State’s Attorney, has resurfaced. This case was reported by WAND News concerning Riley's tenure at the Illinois Department of Children and Family Services (DCFS). According to an investigative report from the Office of Executive Inspector General (OEIG) for the Agencies of the Illinois Governor, there is a focus on Riley's time as an Administrative Law Judge.

The OEIG report notes: "22-03077, Deborah Riley was discharged for cause effective August 6, 2024. The Union filed a grievance. CMS proposed resolving by offering a 'Clean Resignation'. The deadline to do so was set at December 6, 2024. Deborah Riley failed to resign by December 6, 2024, therefore, her discharge stands."

Riley had previously been involved in a controversy in Windsor, Illinois, in 2022, where it was alleged that she ignored legal protocols. The OEIG points out concerns regarding timekeeping practices, as it suggests evidence of Riley working double shifts, which could indicate a conflict of interest.

The ethical concerns raised by this report include whether Riley's actions constituted a violation, given the simultaneous employment records. A possible legal examination might be anticipated, as the report hints at discipline proceedings, which concluded with her termination.

The OEIG documentation also notes Riley's employment history with the law firm of Dove and Dove. Despite the unanswered questions and redacted portions of the report, the core issue of dual employment and possible infractions remain central.

The case also highlights broader systemic issues within timekeeping and employment regulations in Shelby County, as historical negligence in these areas has been noted by observers.

The curious aspect remains the union's grievance filed against DCFS following Riley's termination, and if there will be any further legal developments related to the described events.
