Rep. Wilhour opposes new homeschool regulations advancing through Illinois legislature

State Representative Blaine Wilhour, a Republican from Beecher City, is actively opposing the "Homeschool Act" in the Illinois Education Committee. The bill, known as HB 2827, was discussed in committee and advanced despite significant opposition from nearly 49,000 individuals who submitted witness slips against it. These individuals include families opting for home or private schooling.

The proposed legislation requires non-public elementary and secondary schools to register annually with the Illinois State Board of Education. It also mandates that homeschools complete a Homeschool Declaration Form or face truancy charges, which could result in fines or imprisonment. Additionally, school administrators would need to provide personal information about themselves and their students to state and local authorities.

Representative Wilhour criticized the bill, stating: “While the public schools are failing our children, homeschools have been a positive alternative, empowering parents to place their children in education environments that help them learn and succeed.” He pointed out perceived shortcomings in public education by saying: “The education establishment does not have a good track record. Just look at the test scores for reading and math…especially in the City of Chicago.”

Public opposition has been substantial, with over 48,000 residents filing witness slips against HB 2827. Many gathered at the State Capitol to voice their concerns directly to lawmakers and share their positive experiences with homeschooling.

Despite unanimous Republican opposition in the Education Policy Committee where Wilhour serves, HB 2827 passed through committee proceedings. It is now set to move to the House Floor for further voting. Those opposing HB 2827 can participate by signing a petition organized by House Republicans or filing a witness slip on ilga.gov.
