Village of Arthur Board of Trustees met March 17.

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held on Monday, March 17, 2025, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00 pm. Roll call was answered by Trustees Matt Bernius, Isai Gutierrez, Jim Fleming, Dave Tiffan, and Christy Bernius. Trustee Mike Hilgenberg was absent.
Pledge of Allegiances
President Randall asked J. Fleming to lead the Pledge of Allegiance.
Public Comment
Visitors present were Amy Strong, Lamar Miller, and Stephanie Wierman.
Consent Agenda
D. Tiffan made a motion to approve the Consent Agenda including the March 3, 2025 Board of Trustees Regular Meeting Minutes and the February 2025 Leak Adjustment Report. I. Gutierrez seconded. All Trustees voted YEA.
Approval of Expenditures
M. Bernius made a motion to approve expenditures in the amount of $76,125.14. J. Fleming seconded. All Trustees voted YEA.
Village President Comments and Announcements
President Randall reported that the March 19 dinner meeting with the Arthur Area Association of Commerce, Simply Arthur, and the Village Board has been cancelled. Communication between these organizations will take place in other ways.
Trustees' Reports
M. Bernius thanked those who organized the March 19 dinner meeting, including Christy Bernius, Erica Carter, and President Randall.
J. Fleming thanked Stephanie Wierman for organizing Meet the Candidates night, where Arthur residents can hear from those running for School Board and Village Trustee.
Chief of Police Report
Police Chief Elliott Tinnon provided reports from the Police Department. He reported that work on the Police Truck from Foremost Truck & Trailer has been well-done.
Chief Tinnon also reported on the recent problem with initiating the tornado sirens. The fire department was contacted, and generators were not working. The issue is being investigated immediately.
Public Works Supervisor's Report
Grant Corum was absent.
Comptroller's Report
Village Comptroller Erica Carter provided the Treasurer's Report.
Village Attorney Report
Village Attorney Kenny Crossman reported that he has a meeting with the drainage district this week.

New Business
1. Chief Tinnon reviewed the need for a bed cover on the new police truck. Real Truck in
Mattoon has the lowest pricing for the long bed that is needed. They have been very reliable. J. Fleming made a motion to approve action on outfitting the new police truck with a bed cover in the amount of $1,049.99. D. Tiffan seconded. All Trustees voted YEA.
2. C. Bernius reported on an Economic Development committee meeting that took place to discuss grant applications. The committee suggested a $7,000.00 grant to the Arthur Rotary Club for the fireworks display. J. Fleming made a motion to approve the $7,000.00
Economic Development Grant request by the Arthur Rotary Club for the 2025 Fireworks. C. Bernius seconded. All Trustees voted YEA.
3. C. Bernius reported that Simply Arthur pays for advertising to promote Arthur in Woman's
Day Magazine, USA Today, and many other places. They are requesting a grant for 50% of this cost. C. Bernius made a motion to approve a Local Tourism Grant request by Simply Arthur for marketing and advertising purposes in the amount of $3,627.00. I. Gutierrez seconded. All Trustees voted YEA.
4. M. Bernius made a motion to approve a Local Tourism Grant request by Illinois Amish Heritage Center for marketing its Sheep to Yarn to Quilts event in the amount of $2,000.00 (23% of the project). D. Tiffan seconded. All Trustees voted YEA.
5. M. Bernius made a motion to approve Resolution R03-14A-2025. A Resolution on the 2025 Motor Fuel Tax Estimate of Maintenance Cost. J. Fleming seconded. All Trustees voted YEA.
