Illinois residents are currently burdened with the second-highest property taxes in the United States. While Democrats have formed a partisan working group to address this issue, House Republicans have already put forward several legislative solutions ready for voting. Among these is legislation introduced by Representative Halbrook.
The proposed bills include HB 1495, which directs the Department of Revenue to create a Property Tax Pilot Program. Another bill, HB 1496, stipulates that starting in the 2026 assessment year, the valuation of residential properties should not exceed 101% and nonresidential properties should not exceed 102% of the previous year's assessment unless there are modifications, improvements, or additions.
Additionally, HB 1497 redefines "taxing district" for levy years 2026-2030 to include each home rule taxing district. During these years, the extension limitation is set at either 0% or at a rate approved by voters.
"It’s time for the majority party to join us in providing real tax relief for Illinois families," stated Rep. Halbrook.
