Over recent years, handwritten timecards have been linked to various instances of fraud. The Algonquin Township Road District is one example where significant payroll issues were uncovered. Efforts to implement electronic timekeeping often face resistance, with some arguing that distrust in public officials is unwarranted.

In a recent case in Shelby County, an employee's timecard indicated they were working while on vacation, yet no accountability followed. A similar situation has emerged in Mahomet Township, Champaign County.

The pay records for the Mahomet Township Road District show five employees who reportedly worked regular hours during the pay period from January 22 to February 4, 2025. Bank records confirm payroll payments for this period. However, there are questions about the legitimacy of these payments when timecards reflect zero hours worked.

This incident involves the same Township Road District previously investigated by the Illinois State Police for alleged payroll and purchasing malfeasance. The investigation included a report stating: “Doenitz also admitted that Harper has worked for him on his farm while getting paid by the township. Doenitz said Harper is paid full-time for both places at the same time.”

Further developments regarding accountability and bidding obligations within township government are anticipated.
