Representative Brad Halbrook has proposed a bill to eliminate the biannual clock changes in Illinois. House Bill 1400 aims to establish daylight saving time as the permanent standard for the state.
"Switching back and forth between daylight saving time and standard time is more than a twice-a-year inconvenience. It can have very real mental and physical repercussions," said Rep. Halbrook. "It disrupts sleep patterns and makes people tired, which increases the risk of accidents and decreases productivity. It can also contribute to mood swings, depression, and even the risk of heart issues."
The practice of daylight saving time was introduced in the U.S. during World War I and World War II as an energy-saving measure. The Uniform Time Act of 1966 made this switch permanent nationwide, setting consistent start and end dates each year. If passed, HB 1400 would make daylight saving time continuous throughout the year in Illinois starting from March 2026.
"Having more daylight year-round would have so many benefits...from helping improve folks’ physical and mental well-being to saving on high energy costs," Halbrook added. "Longer days and shorter nights could also help reduce crime in our neighborhoods and boost retail sales and tourism dollars in Illinois." He concluded by saying, "Switching back and forth between standard and daylight saving time just doesn’t make sense anymore. It’s time to ditch the switch."
