The primary restitution ordered against Kyley Willison involves credit card expenditures. He used the Fire Protection District credit card to purchase fuel from Illini FS, with invoices listing Norton Knolls Golf Course as the recipient. The purchases continued until January 2022 despite the golf course's closure three years earlier.
These transactions resulted in taxpayers covering not only unauthorized fuel purchases but also late fees and credit card charges.
