Village of Noble Village Council met Nov. 25.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Brad Kessler. No guests.

Motion made by Paul Summers to appoint Gary Ulm as Temporary Chairman. Seconded by Carl Klingler. All voting Aye.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve November 12, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.

Village leaf collection is continuing Monday thru Thursday.

Village Hall will be closed Thanksgiving Day & Day after Nov. 28 & 29.

Christmas Parade in Olney will be held on November 30 at 6:30pm.

The Noble Caucus will be held at the Noble Village Hall on Dec 2 Peoples at 6p.m. & Citizens at 6:30p.m.: 3 Trustees 4yr term, 1 Trustee 2yr term remaining & Mayor 4yr term.

The Village Christmas party is scheduled for Dec 12 at 6p.m. at Joe’s Pizza.

The second Village Board meeting in December has been canceled.

The case for the nuisance at 144 W. North Ave. is scheduled for tomorrow. The residents were advised last week by the Judge if not cleaned up by today there could be possible jail time. Village employee took pictures this morning and property has been cleaned up.

The Village Tax Levy will be provided at the next meeting.

Republic monthly charge will increase by approx. 3% effective Jan 1 ($15.57 to $16.04). The Village water & sewer rates will increase by 5% each effective for January billing. No delay in trash pickup this week.

Trustee Ulm mentioned a teepee that is set up in a backyard at a residence, there was stuff around it and a vehicle by it. Trustee Summers mentioned a camper that has a cord for electricity and air conditioner running. Trustee Summers mentioned that maybe have village employees go around and make a list along with pictures of places people may be living. This matter will be put on the next agenda.

An Ordinance to declare cargo containers as a nuisance was provided. Discussion was held and it was agreed that this should be sent back to the attorney and have this put under the Zoning Chapter, with restrictions/guidelines presented, permit required and fee since this is being allowed for storage (since similar to storage buildings). This matter will be put on the next agenda.

Trustee Pflaum updated the Board that the Personnel Committee met and reviewed 8 applications for the Treasurer/Secretary position. The Committee chose 4 out of the 8 and will be interviewing them on December 4.

Motion made by Janet Pflaum to pay bills. Seconded by Paul Summers. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:35 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until December 9, 2024, at 7:00 p.m. at the Noble Village Hall.
