Village of Arthur Board of Trustees met Nov. 18.

Here are the minutes provided by the board:

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held on Monday, November 18, 2024, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00 pm. Roll call was answered by Trustees Mike Hilgenberg, Isai Gutierrez, Jim Fleming, and Christy Bernius. Trustees Matt Bernius and Dave Tiffan were absent.

Pledge of Allegiance

President Randall asked C. Bernius to lead the Pledge of Allegiance.

Public Comment

There were no visitors present.

Consent Agenda

J. Fleming made a motion to approve the Consent Agenda including the November 4, 2024 Board of Trustees Regular Meeting Minutes, the November 4, 2024 Executive Session Minutes, and the October Leak Adjustment Report. C. Bernius seconded. All Trustees voted YEA.

Approval of Expenditures

M. Hilgenberg made a motion to approve expenditures in the amount of $231,936.98. J. Fleming seconded. All Trustees voted YEA.

Village President Comments and Announcements

President Randall reported that the closing on the Hendrickson property by the water plant will take place November 19, 2024.

President Randall reminded the Board of the community worship service to be held at Penn Station on Sunday, November 24 at 10:00 am.

Trustees' Reports

No reports were given.

Chief of Police Report

Police Chief Elliott Tinnon provided monthly reports from the Police Department. He provided details about extra patrolling around the 500 block of North Vine, and more patrolling will take place on Cedar Lane due to complaints about speeding. Chief Tinnon also noted that Sergeant Sieving will start on November 19.

Public Works Supervisor's Report

Grant Corum provided reports from the Public Works department. He noted that Village- wide hydrant flushing was completed last week.

Comptroller's Report

Village Comptroller Erica Carter provided the treasurer's report.

Village Attorney Report

Village Attorney Kenny Crossman had no report.

New Business

1. President Randall provided quotes for holiday greenery at the Welcome Center and Gazebo.

J. Fleming made a motion to approve the bid by Buds of Hope for holiday greenery and bows to decorate the Welcome Center and Gazebo in the amount of $476.00. I. Gutierrez seconded. All Trustees voted YEA.

2. Grant Corum provided details about the clarifier project which is now complete, and the clarifier is running. C. Bernius made a motion to approve Pay Request #7 from Grunloh Construction for the Clarifier Rehab project in the amount of $187,601.16. I. Gutierrez seconded. All Trustees voted YEA.

3. Kenny Crossman went through details on the Tax Levy. He noted this levy is $63,000.00 lower than what could have been levied. The total tax levy amount is $561,620.00. J. Fleming made a motion to approve Ordinance 11-18A-2024: An Ordinance Approving of the 2024-2025 Tax Levy with an increase under the 5% required for a Truth in Taxation Hearing. M. Hilgenberg seconded. All Trustees voted YEA.

General Discussion

President Randall noted the new cell tower is going up.

A request for decorating a tree in Jurgens Park was discussed. There is a tree on the property that could be decorated.

Discussion took place about the additional school crossing guard position, which has been advertised but not filled.

Adjourn

M. Hilgenberg made a motion to adjourn. I. Gutierrez seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:27 pm.
