FBI files reveal potential conflicts in Shelby County government

The examination of FBI investigation files related to Shelby County government reveals a pattern of questionable practices and potential conflicts of interest. The following excerpts from the FBI document highlight key points of concern.

"Prior to SPESARD, STAR REINERT (phonetic) and JIM MOSE held the position of Shelby County Highway Engineer. Both REINERT and MOSE had their own engineering company that conducted business with Shelby County."

According to the investigation, past engineers for the county also ran private engineering businesses that engaged in transactions with the county itself. This raises questions about possible conflicts of interest.

"Previous Committee Chairs of the county board (DAVE CURITT and BRUCE CANNON) were aware and approved of SHELBY ENGINEERING doing business with the county."

Committee Chairs approving Shelby Engineering's dealings with the county suggests malfeasance. Historical records do not reflect business between Shelby Engineering and the county but indicate operations during official hours. An employee interviewed by the FBI provided detailed accounts.

"The work SHELBY ENGINEERING did for the county and city did not need to be bid out."

The approval given by Dave Cruit as a Committee Chair for no-bid projects involving Shelby Engineering raises additional concerns, particularly when considering a well-known paving company employed a former County Board Chairman.

"In the past, Shelby County and Shelbyville didn’t have engineers, so SHELBY ENGINEERING was hired to do the county and city a service."

This statement appears contradictory, as it implies that despite having previous engineers who did business with the county, there was a time when no engineers were available, necessitating hiring an external firm.
