Village of Noble Village Board met Feb. 26.
Here are the minutes provided by the board:
The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Carl Klingler. Guest Drew Bunting and Dusty Johnson.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve February 12, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.
Deputy Bunting attended to hear of any concerns and was told about speeding in different areas of Noble and burning of items that would be considered an ordinance violation.
Dusty Johnson with DJ’s Custom Security Cameras provided a camera for the park and mentioned a free monitor will be provided. Mayor Kessler suggested the monitor be placed at the Noble Village Hall and privacy issues for surrounding neighbors would not be an issue. Motion made by Gary Ulm to purchase a 4-camera system from GW Security, Inc. for the Noble Park at a cost of $699.00 and approved the installation being done by Dusty Johnson at a cost of $50.00 per camera and internet through Wabash Communications at a cost of $76.95 monthly. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.
Early voting in Noble at the Noble Lions Club will be held on March 5 from 4:00 p.m. to 5:30pm. The Primary Election will be held on March 19.
The Village is asking for all ground decorations to be removed in the Noble Cemetery by March 29. Cleanup in Village limits is scheduled for April 24.
A supplement was done for the Village Codebook by the Codification Service at a cost of $1,103.00. The Codification Services provided a quote of $1,834.00 and $1,484.00 to update the codebook. Mayor Kessler informed the Board upon his review there was no reason to do an update at this time. The Board decided to not do the update (keep an eye on and possibly update section by section) but implement supplement at this time.
Mayor Kessler informed the Board there was an issue last week with a resident burning something that had a chemical smell/fume (Walnut St.). A copy of Codebook section and an IEPA booklet was given to the resident.
Nuisance properties were mentioned, and letters will be sent out (121 W. South Ave., 145 W. Elm St. and 144 W. North Ave.). An extension letter will be sent to owners at 121 W. South Ave. thanking them for the removal of most vehicles and asking them to remove the remaining vehicles.
Mayor Kessler informed the Board that the Architect would absorb the cost of the baby changing station for the park restroom.
Motion made by Ashley Pipher to close N. Noble Ave for Car Show May 4 (rain date May 11), N. Noble Ave. & IL 250 for Noble Freedom Festival June 29 & N. Noble Ave., 100 Block of E. Elm St. & WildCat St. for Chowder on August 10 and approving a Resolution for IL 250 closing. Seconded by Paul Summers. All voting Aye.
Motion made by Carol O’Dell to approve the Easter Egg Hunt being held in the Noble Park on March 30 and to donate $100.00 towards this event. Seconded by Ashley Pipher. All voting Aye.
Motion made by Gary Ulm to convene into executive session at 7:48 p.m. under 2(c)(21) Discussion of board minutes meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Seconded by Paul Summers. All voting Aye.
Reconvened into open session at 7:50 p.m.
Motion made by Paul Summers to approve Resolution concerning the Executive Session minutes of June 26, 2023 to keep minutes closed. Seconded by Gary Ulm. All voting Aye.
Motion made by Ashley Pipher to pay bills. Seconded by Janet Pflaum. All voting Aye.
Motion made by Carol O’Dell to adjourn the meeting at 8:00 p.m. Seconded by Paul Summers. All voting Aye.
