City of Marshall City Council met Dec. 11.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor John Hasten presiding. Upon roll call, all council members were present except Smitley. Smitley was absent.

Green made a motion, seconded by Sanders, to approve the minutes of the previous meeting as written. Upon roll call, all council members present voted for. Motion carried.

Public Comment: Tim Sanders presented to the full council the Eclipse schedule for the weekend of April 5-7, 2024. He is requesting funding from the City of $28,500 and this will be brought to a vote at the first meeting in January. Warren LeFever said his only concern with the festivities was parking and the clean-up afterwards.

New Business: None

Green made a motion, seconded by LeFever, to adopt ORDINANCE NO. 2023-O-42, an Ordinance Amending Chapter 2. Administration. Article VI. Finance. Division 1. Generally Sec. 2-307. Purchasing Requirements of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for, motion carried.

Green made a motion, seconded by Sanders, to adopt ORDINANCE NO. 2023-O-43, an Ordinance Amending Chapter 86. Utilities. Article I. In General. Sec. 86-16. Annexation Agreement Prerequisite For Connection Outside City Limits of the Code of Ordinances, City of Marshall, Illinois. Upon roll call, all council members present voted for, motion carried.

Wallace made a motion, seconded by Knott, to adopt ORDINANCE NO. 2023-O-44, an Ordinance Rezoning the Bowen Property. Upon roll call, all council members present voted for, motion carried.

Sanders made a motion, seconded by LeFever, to approve payment to T&R Electric for repair of nine transformers in the amount of $13,743.00. Upon roll call, all council members present voted for, motion carried.

Green made a motion, seconded by Knott, to pay the bills in the amount of $239,133.08. Upon roll call, all members present voted for, motion carried.

LeFever made a motion, seconded by Sanders to adjourn. Upon roll call, all council members present voted for, motion carried. Meeting adjourned at 6:54 P.M.
