The Village of Dieterich in Effingham County, Illinois, has received much-needed relief from the state after being hit hard by flooding in August 2022. The Illinois Department of Natural Resources (IDNR) has agreed to provide over $1.4 million to the village to acquire and demolish nine homes and an apartment building that were damaged during the floods.
The funding, made available through IDNR's Flood Hazard Mitigation Program, will be used to reimburse the village for approved costs associated with the buyouts of buildings on 11 lots in various streets. The eastern part of Dieterich, which lacks a storm sewer system, was severely affected by Dieterich Creek flooding during the historic rainfall in 2022. Several homes in the area have experienced flooding multiple times since 2000.
"This Flood Mitigation Grant of $1.4 million for the Village of Dieterich is a good example of the state working with a local municipality to help families who have been dramatically impacted by flooding," expressed Rep. Adam Niemerg. He further added, "I am proud to have supported Village President Brad Hardiek and Village Clerk Brittny Gipson who worked tirelessly on behalf of these homeowners."
Once the properties are purchased and demolished, deed restrictions will be put in place to prevent new structures from being built in the same locations. This measure aims to break the cycle of reconstruction in flood-prone areas.
IDNR Director Natalie Phelps Finnie commented on the assistance being provided, saying, "IDNR is pleased to be able to assist the Village of Dieterich with helping residents whose lives were upended by flooding. As we continue to see stronger and more frequent storms, it's important that we work together to break the cycles that lead to reconstruction in flood-prone areas."
Studies have shown that flood acquisition projects like this one can save $6 for every dollar spent. Additionally, after the demolition, the acquired land will be transformed into green spaces such as parks, trails, or athletic fields, benefiting the entire community.
Village President Brad Hardiek expressed gratitude for the support received, stating, "We are thankful for the support of State Sen. Chapin Rose, State Rep. Adam Niemerg, and IDNR for this significant program. We are extremely grateful to finally see some of our residents get the help they need to move forward."
The total estimated cost for the Dieterich project is $1,404,000. This includes not only the acquisition and demolition of the properties but also asbestos abatement, clearance of the acquired properties, reshaping the properties to a safe condition, and various acquisition transaction expenses.
This funding from the state will go a long way in aiding the recovery efforts of the flood-affected residents of Dieterich. It serves as a reminder of the importance of collaboration between local and state authorities in providing relief to communities in times of need.
