Marshall Community Unit School District C-2 Board of Education met Aug. 10.

Here are the minutes provided by the board:

The Board of Education met in regular session on THURSDAY, August 10, 2023, with the following members present: Mr. Crews, Mr. Gard, Mrs. Hendrix, Mr. Lycan, Mr. Macke, Mr. Maurer, and Mrs. Rayhel were present. Superintendent Ross and administrators Ritchey, Keown, Maxwell, Lake, Sisson, and Bridgewater were also present.

Mr. Macke called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited.

Mr. Lycan offered a motion, seconded by Mr. Crews, to approve the minutes, treasurer’s report, and bills from the month of July. On roll call the vote was as follows: Mr. Crews, aye; Mr. Gard, aye; Mrs. Hendrix, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Rayhel, aye; and Mr. Macke, aye.

Administrators shared their board reports highlighting registration numbers so far for the upcoming school year. Mr. Ritchey noted that MHS registration was low compared to previous years. Mr. Ross shared his board report, highlighting school opening dates and teacher institute activities including safety trainings. Mr. Ross led continued discussion of the draft FY 24 Budget. This budget will be be up for approval at a hearing in September. In addition to normal funding sources, Mr. Ross reminded the board of funds available from year 2 of the Community Partners Grant, Year 1 of the Teacher Vacancy Grant, remaining ESSER III Funds, and money available in Capital Projects to be used in the upcoming year towards fence replacement, Bush Field bleacher renovation, McNary Foyer flooring, and a portion of the final Honeywell bill.

Mr. Ross discussed that the Policy Committee (Mr. Gard, Mr. Lycan, Mr. Macke) met prior to the July Board Meeting to discuss IASB PRESS Recommendations. 2 sets of IASB Press Policy Updates were reviewed. Recommendations were discussed with the full board in July. Mrs. Hendrix offered a motion, seconded by Mr. Gard, to approve Board Policy Updates as presented. On roll call, the vote was as follows: Mr. Crews, aye; Mrs. Rayhel, aye; Mr. Lycan, aye; Mr. Gard, aye; Mr. Maurer, aye; Mrs. Hendrix, aye; and Mr. Macke, aye.

Destruction of Closed Session Minutes (August 2021 – January 2022) was discussed. The board may choose to open any of the minutes or destroy them. The practice of the board has been to destroy them for reasons of confidentiality. Mrs. Rayhel offered a motion, seconded by Mrs. Hendrix to destroy Closed Session Minutes (August 2021-January 2022). The roll call vote was as follows: Mr. Crews, aye; Mr. Gard, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Hendrix, aye;and Mr. Macke, aye.

Professional Meeting Requests for Inge Jones & Cassie Bumba to attend the American Council on the Teaching of Foreign Language National Conference in Chicago was discussed. Mr. Ross noted that it would be supported through the Teacher Vacancy and Retention Grant. Also discussed was the FBLA club attending and competing in state competition in Springfield, with the support of FBLA fundraising. Mr. Crews offered a motion, seconded by Mrs. Rayhel to approve both. The roll call vote was as follows: Mr. Crews, aye; Mr. Gard, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Hendrix, aye;and Mr. Macke, aye.

Mrs. Hendrix offered a motion, seconded by Mr. Maurer, to go into closed session for Personnel 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity). The roll call vote was as follows: Mr. Crews, aye; Mrs. Rayhel, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Hendrix, aye; Mr. Gard, aye; and Mr. Macke, aye. The board went into closed session at 6:30 p.m.

Mr. Macke offered a motion, seconded by Mr. Lycan, to return to open session. All present voted aye. The Board returned to open session at 7:09 p.m. Mr. Maurer offered a motion, seconded by Mr. Gard, to approve the hire of Rajamah Hammons as MJHS Special Education Teacher for the 2023-24 School Year. The roll call vote was as follows: Mr. Crews, aye; Mrs. Rayhel, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Hendrix, aye; Mr. Gard, aye; and Mr. Macke, aye. Mr. Macke offered a motion, seconded by Mrs. Rayhel, to accept the resignation of Jacob Burris as MHS Industrial Arts Teacher and Assistant Football Coach. On a voice vote, all voted aye.

Mr. Lycan offered a motion, seconded by Mr. Maurer, to approve the hire of David Xanders as Head of Maintenance. The roll call vote was as follows: Mr. Crews, aye; Mrs. Rayhel, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Hendrix, aye; Mr. Gard, aye; and Mr. Macke, aye.

Mr. Macke offered a motion, seconded by Mr. Crews, to approve a Memorandum of Understanding with the Marshall Education Association to pay for the 2023-24 school year, an additional $600 to the previously agreed upon $7800 towards the single plan health insurance premium or Health Savings Plan of each bargaining unit member electing health insurance coverage. The roll call vote was as follows: Mr. Lycan, aye; Mr. Crews, aye; Mrs. Rayhel, aye; Mr. Gard, aye; Mr. Maurer, aye; Mrs. Hendrix, aye; and Mr. Macke, aye.

Mr. Lycan offered a motion, seconded by Mr. Macke, to approve $8400 towards the single plan health insurance premium or Health Savings Plan of each qualifying non-MEA employee of the district electing health insurance coverage. The roll call vote was as follows: Mr. Crews, aye; Mrs. Rayhel, aye; Mr. Lycan, aye; Mr. Maurer, aye; Mrs. Hendrix, aye; Mr. Gard, aye; and Mr. Macke, aye.

Mrs. Rayhel offered a motion, seconded by Mr. Crews, to approve Carrie Jansen as volunteer Trap Coach and Ian Kasemeyer as Volunteer Asst. FB Coach. On a voice vote, all voted aye.

Mrs. Hendrix offered a motion, seconded by Mrs. Rayhel, to adjourn. All present voted aye. The Board adjourned at 7:15 p.m.
