5.1 Ordinance No. 019-2023, Appointment Ordinance - City Administrator Miller

City Administrator Miller stated this ordinance establishes the staffing levels for all positions within the City, as well as the individuals who will be appointed to annually appointed positions, for fiscal year 2023-2024.

5.2 Resolution No. 046-2023, A Resolution Granting Permission to Allow a Portion of Streets to be Temporarily Closed for the Downtown Block Party Event on May 20, 2023 - Tourism Director Thoele

Mayor Schutzbach stated this item was pulled from the agenda due to the event being cancelled.

5.3 Resolution No. 048-2023, A Resolution Authorizing the Execution of a Credit Purchase and Sale Agreement (Short Sands Solar, LLC)- City Administrator Miller

City Administrator Miller stated this resolution allows the City to participate in the Community Solar program. The program allows for purchasing solar credits from Short Sands Solar and reducing the City’s municipal facilities electric rates up to twenty percent.

5.4 Resolution No. 049-2023, A Resolution Authorizing the Execution of a Credit Purchase and Sale Agreement (Swinghouse Solar, LLC)- City Administrator Miller

City Administrator Miller stated this resolution allows the City to participate in the Community Solar Program. The program allows for purchasing solar credits from Swinghouse Solar and reducing the City’s municipal facilities electric rates up to twenty percent.

5.5 Resolution No. 050-2023, A Resolution Accepting Proposal for the 2023 Concrete Gutter Replacement Program - City Engineer Thoele

City Engineer Thoele stated this resolution accepts the lowest responsive proposal in the amount of $112,378.00 from A & R Mechanical for the 2023 Concrete Gutter Replacement Program. Payment for this project will be made from the General Funds and Triangle Business District Funds.

5.6 Resolution No. 051-2023, A Resolution Accepting Proposal for the Ford Avenue Extension Section 21-00146-01-PV - City Engineer Thoele

City Engineer Thoele stated this resolution accepts the lowest responsive proposal in the amount of $1,022,800.45 from Feutz Contractors, Inc., for the Ford Avenue Extension Section 21-00146- 01-PV. Payment for this project will be funded by Motor Fuel Tax and DCEO Grants.

5.7 Resolution No. 052-2023, A Resolution Accepting Proposal for the 2023 Sidewalk Replacement Project - City Engineer Thoele

City Engineer Thoele stated this resolution accepts the lowest responsive proposal in the amount of $108,777.93 from Esker & Walker for the 2023 Sidewalk Replacement Project. Payment for this project will be made from the General Fund, Triangle Business District, and Central TIF.

5.8 Resolution No. 053-2023, A Resolution Accepting Proposal for the 2023 Resurfacing Project Phase 1

City Engineer Thoele stated this resolution accepts a bid in the amount of $715,552.00 from Effingham Asphalt for the 2023 Resurfacing Project Phase 1. Payment for this project will be made from the Capital Projects account with funding from the General Fund.

Mayor Schutzbach stated this resolution appoints Charlene Topel, Dennis Presley, and Hank Stephens to the Effingham Public Library Board of Directors to serve a three-year term expiring April 30, 2026.

Mayor Schutzbach stated this resolution appoints Clint Spruell, Mark Thies, Cindy Vogel, and Kevin Gouchenouer to the Plan Commission to serve a three-year term expiring May 1, 2023. It was noted that the expiring date is listed incorrectly in the public content portion of the agenda but correctly on the resolution. These terms will expire May 1, 2026.

City Engineer Thoele stated Change Order 2, in the total amount of $2,613.76, is recommended to cover additional labor and materials needed for 2022 Concrete Patching and Pavement Program.

7. DISCUSSION

7.1 Resolution No. 047-2023, A Resolution Authorizing a Monetary Contribution to Effingham City/County Committee on Aging - City Administrator Miller

City Administrator Miller stated Effingham City/County Committee on Aging (ECCOA) is requesting $25,000 to assist with financial and service gaps.

There were no objections to bring this item back to a future City Council Meeting.

7.2 Resolution No. 062-2023, A Resolution Authorizing Renewal of Group Medical/Health Insurance Plans - Deputy City Administrator Presley

Deputy City Administrator Presley stated this resolution authorizes the renewal of health/medical insurance plans for the City's employees, as administered by the Illinois Public Benefit Cooperative (IPBC).

There were no objections to bring this item back to a future City Council Meeting.

7.3 Resolution No. 064-2023, A Resolution Granting Permission to Allow a Portion of City Streets and Public Parking Lots to be Temporarily Closed for VW Welcome Fest - Tourism Director Thoele

Tourism Director Thoele stated this resolution grants permission to close city streets and parking lot for VW Welcomefest Downtown Party on Friday, June 16, 2023.

There were no objections to bring this item back to a future City Council Meeting. 7.4 Effingham Park District Skate Park - Economic Development Director Hull

Economic Development Director Hull the Effingham Park District is requesting funding assistance for improvements to the skate park. phase 1 is $98,300. asking for $30,000. Phase 2 is $106,000.
