Village of Dieterich Board of Trustees met March 6.

Here are the minutes provided by the board:

The Dieterich Village Board met in regular session on Monday, March 6, 2023 at 6:30 p.m. at Dieterich Village Hall located at 103 W. Section Street.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Chad White; Sean Pankau; Carrie Galbraith; Bill Lane and Pam Hartke. Trustee Derick Stumeier was absent. With five Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting were: Village Clerk Brittny Gipson, Village Engineer Lee Beckman, Village Maintenance Supervisor Mike Campbell and Nick Taylor with Effingham Daily News.

A motion was made by Trustee P. Hartke; seconded by Trustee S. Pankau to approve the omnibus agenda: approve minutes of the February 20, 2023 regular meeting, approve the Treasurer’s Report and approve Expenditures. Roll call was 5 yes and 0 no.

Village Engineer Lee Beckman reported that nothing could be done with the Norb Avenue detention pond until the ground dries out. We are still waiting on paperwork from the State to proceed with the Safe Routes to School sidewalk project and the East Section Street storm sewer project.

Lee reported the existing storm sewers on East Section Street are difficult to map, especially around the Vine Street intersection, and design engineering was still in process for the East Section Street storm sewer project.

Work is currently halted on the construction of the Wright Family Center because the footings will be encroaching into the utility easement and Ameren’s underground electric line and the building footing will conflict. Ameren, the Village, AKRA, M&G and Farnsworth have been working for weeks to come up with a solution that all parties could agree on. The cost for Ameren to move their lines was over $103,000.00 and the cost estimated by AKRA for deepened footings required by Ameren to go under their lines was well over $90,000.00. Lee reviewed a proposed site plan to shift the building 5’ east in order to avoid paying Ameren and AKRA additional money. The Board agreed shifting the building 5’ east was the quickest and most cost-effective way to proceed. The ADA sidewalks, two lanes of Steppe, angled parking and the ADA complaint sidewalks will all be able to remain on the east side, but everything get a little narrower and the parking will need to be angled to 45⁰, instead of 60⁰. Four parking spaces will be eliminated with the increase in angle, but there will still be ample parking on the east side of the building.

Mike Campbell was present to discuss the Veterans Memorial cleaning. Several options and ideas were discussed and Mike was going to complete more research and report back to the Board.

The Civic Center floor cleaning and polish is set for the last weekend in March. Mike also has the padded chairs scheduled to be cleaned by Wright’s at the same time.

Mike reported one of the lagoon blower motors had stopped working. It appears the bearings went out and he sent it off for a rebuild, which should cost around $600.00 to be rebuilt.

A motion was made by Trustee B. Lane; seconded by Trustee C. Galbraith to approve Ordinance 1130-2023: Authorizing Execution of Release of Reservation of Possibility of Reverter (Rodney Fish & Diana Fish – Lot 7 & Pt. of Lot 8 Zumbahlen Industrial Park, Phase II). Roll call was 5 yes and 0 no.

A motion was made by Trustee P. Hartke; seconded by Trustee C. Galbraith to approve Resolution 534-2023: Authorizing the Execution of a Service Agreement to the Lowest Responsible Bidder for the Supply of Electricity for Residential and Small Commercial Retail Customers Who Do Not Opt Out of Such a Program (Municipal Electric Aggregation). Roll call was 4 yes and 1 abstain. S. Pankau: abstain; P. Hartke: yes; B. Lane: yes; C. White: yes; C. Galbraith: yes.

A motion was made by Trustee B. Lane; seconded by Trustee S. Pankau to approve hiring Connie Faught for Village of Dieterich Cemetery contract mowing for the 2023 mowing season for $300 per mowing. Roll call was 5 yes and 0 no.

A motion was made by Trustee S. Pankau; seconded by Trustee C. White to approve hiring McCollum Lawn Care for Rt. 33 ditch contract mowing for the 2023 mowing season for $135 per mowing. Roll call was 5 yes and 0 no.

In Other New Business, a motion was made by Trustee C. White; seconded by Trustee B. Lane to approve donating a gift certificate for a free Civic Center or Liberty Park Pavilion rental to the Dieterich Elementary PTO for their annual Spring Carnival basket raffle. Roll call was 5 yes and 0 no.

At 7:42 p.m. a motion was made by Trustee C. Galbraith; seconded by Trustee S. Pankau to adjourn the meeting. Roll call was 5 yes and 0 no.
