City of Neoga City Council met Nov. 14.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were Commissioners Groves, Edwards, Hakman, Helm, and Mayor Hartke. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Katie Hakman, Cassidy Strohl, and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular session minutes from October 24, 2022, Commissioner Helm made a motion to approve the minutes as presented. The motion was seconded by Commissioner Edwards Ayes, Commissioner Helm, Hakman, Edwards, Groves, and Mayor Hartke. Nays, none. Motion carried. 5-0.

PUBLIC AFFAIRS, MAYOR HARTKE

NEOGA PARTNERSHIP FOR PROGRESS

Katie Hakman and Cassidy Strohl, members of the Neoga Partnership for Progress (NPP), informed the Council that NPP has received word from Shelby County Energy that they may have a grant for beautification. This grant would be up to $10,000 for downtown native plants. Hakman said that NPP has discussed removing the old sitting park and installing flower boxes with native plants and flowers, replacing the Christmas tree, and possibly purchasing new light posts. On behalf of NPP, they asked for the City Council’s support to proceed with the grant paperwork and design work for the area between 6th & 7th Street on Rt. #45. It was the consensus of the Council to proceed with design work and grant paperwork.

ORDINANCE #1047-09-22 An Ordinance Authorizing the Sale of Real Estate

After reviewing the ordinance, Commissioner Groves made a motion to accept the ordinance to sell the real estate as presented. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Groves, Helm, Hakman, Edwards, and Mayor Hartke. Nays, none. Motion carried. 5-0.

After reviewing the proposed resolution, Commissioner Groves made a motion to approve the resolution as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Helm, Hakman, Edwards, and Mayor Hartke. Nays, none. Motion carried. 5-0.

FINANCE, COMMISSIONER GROVES

TREASURER’S REPORT

After reviewing the treasurer’s report, Mayor Hartke ordered that the treasurer’s report be filed in the City Clerk’s records.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

PAY REQUEST #12A FOR WATERMAIN & SANITARY SEWER REPLACEMENT

Commissioner Hakman explained the pay request was for the watermain and sanitary sewer replacement project in the amount of $38,487.25. Commissioner Groves made a motion to pay the request in the amount of $38,487.25. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Helm, Hakman, Edwards, and Mayor Hartke. Nays, none. Motion carried. 5-0.

INVOICE #28074 FROM MILANO & GRUNLOH

After reviewing the invoice, Commissioner Hakman made a motion to pay the $103.72 invoice as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, Commissioner Edwards. Motion carried. 4-1.

INVOICE #28079 FROM MILANO & GRUNLOH

After reviewing the invoice, Commissioner Hakman made a motion to pay the $526.25 invoice as presented. The motion was seconded by Commissioner Groves. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, Commissioner Edwards. Motion carried. 4-1.

INVOICE #28085 FROM MILANO & GRUNLOH

Commissioner Edwards made a motion to pay the $572 invoice as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Groves, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-1.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

CONCRETE QUOTE FOR 6TH STREET

Commissioner Edwards told the Council that Superintendent Durbin received a quote for concrete replacement on the 6th & Walnut intersection in the amount of $9,288. Edwards said they are still waiting on another quote too.

Commissioner Edwards said that he spoke with Larry Heuerman about Locust Avenue and Heuerman recommended keeping the road closed until spring if possible.

HEALTH AND SAFETY, COMMISSIONER HELM

No report was given.

EXECUTIVE SESSION

Commissioner Edwards made a motion to go into executive session at 7:24 p.m. for Personnel – Section 2 (c)(1) – Employee hiring, firing, compensation discipline, and performance. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Groves, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 5-0.

RECONVENED AND ROLL CALL

The meeting was reconvened at 7:31 p.m. by a motion from Commissioner Edwards and seconded by Commissioner Groves. Those present for roll call were Commissioner Edwards, Groves, Helm, Hakman, and Mayor Hartke.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 7:32 p.m. The motion was seconded by Commissioner Groves. Ayes, Commissioner Edwards, Groves, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 5-0.
