City of Neoga City Council met Aug. 22.

CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Mayor Pro-tem Edwards. The Pledge of Allegiance was recited. Those present were Commissioners Helm, Hakman, and Mayor Pro-tem Edwards. Commissioner Groves and Mayor Hartke were absent. Others present were City Clerk Evans, City Treasurer Diana Foor, Police Chief Andy Schabbing, Engineer Lee Beckman, and Neoga News Editor Billie Chambers.
MINUTES
After reviewing the regular session minutes from August 8, 2022, Commissioner Hakman made a motion to approve the minutes as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Helm, and Mayor Pro-tem Edwards. Nays, none. Motion carried. 3-0.
After reviewing the executive session minutes from July 27, 2022, Commissioner Hakman made a motion to approve the minutes as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Helm, and Mayor Pro-tem Edwards. Nays, none. Motion carried. 3-0.
PUBLIC AFFAIRS, MAYOR HARTKE
SPECIAL EVENT LIQUOR LICENSE FOR NPP
Commissioner Hakman said that he has been asked to represent the Neoga Partnership for Progress (NPP) to ask for a special event liquor license. Hakman said that the organization will be holding the annual Sooeyfest, and they would like to have a special event liquor license. After a brief discussion, it was decided to table the license due to not having a full council.
PURCHASE OF RADAR SPEED TRAILER
Chief of Police Schabbing told the Council that the department has been receiving complaints about vehicles speeding down some streets. According to Schabbing, the police officers have conducted speed studies in different locations and have found a few violators. Schabbing explained he borrowed a speed trailer from Shelby County Sheriff's office, and it appears to have slowed some traffic down. Chief Schabbing said that he is still looking for additional options to purchase a trailer for the city.

MONTHLY BILLS
After reviewing the bill list, Commissioner Helm made a motion to pay the monthly bills as presented in the amount of $107,499.82. the motion was seconded by Commissioner Hakman. Ayes, Commissioner Helm, Hakman, and Mayor Pro-tem Edwards. Nays, none. Motion carried. 3-0.
PUBLIC PROPERTY, COMMISSIONER HAKMAN
LEE BECKMAN, PROJECT UPDATES
Engineer Beckman updated the Council on the following projects:
Sewer Plant – Beckman said that the plant is operating correctly, and the punch list is being completed. Change order #5 regarding a time extension until April 15, 2022, was tabled as the contractor has not responded. The Contractor sent Change Orders #6, 7, & 8, and they were all denied. Beckman gave the Council Pay Estimate #11 for approval with liquidated damages in the amount of $165,000. Beckman also told the council the contractor did not approve Pay Estimates 8, 9, and 10. ITP – the engineering agreement is approved and back from IDOT, and the engineering is progressing on the project. Beckman believes construction will start in 2023. RLF & State Grant Project – Punch list is being worked on. Any concrete repair and pouring of concrete or asphalt would be a pay item as well. Beckman presented pay estimates 2C, 10A and 10B with liquidated damage in the amount of $141,000 for approval.

After reviewing the presented pay requests, Commissioner Hakman made a motion to approve the pay requests totaling $191,650.56. Commissioner Helm seconded the motion. Ayes, Commissioner Hakman, Helm, and Mayor Pro-tem Edwards. Nays, none. Motion carried. 3-0.
PAY REQUESTS #27819 & 11 FOR WASTEWATER TREATMENT PLANT After reviewing the presented pay requests, Commissioner Hakman made a motion to approve the pay requests totaling $311,584.51. Commissioner Helm seconded the motion. Ayes, Commissioner Hakman, Helm, and Mayor Pro-tem Edwards. Nays, none. Motion carried. 3-0.
CLARIFIER DRAIN REPAIRS
This was tabled until the next meeting.
