City of Altamont City Council met April 25.

Here are the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm,, in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Mike Walker. Also present –Charles Mills, Effingham Daily News; Mark Hoskins, Altamont News; Amy Rippetoe; Corey Pals; Tom Denton; Charles Pagel; Judy Milleville; Jennifer Milleville; Steve Bailey; Dane Milleville and Sarah Stephen, City Clerk. Commissioners Todd Slingerland & Tayler Polk were absent.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Milleville and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes. (Attachment 1)

Charles Pagel reported to the Council that mowing was needed at the Altamont Motel; the property at 424 North Third needed attention; the alley between John Adams & Jackson off Main was rutted by contractors.

Corey Pals addressed the Council regarding a group of individuals who are willing to help obtain Gilbert Park improvement grants. They would like to see improvements directed towards ADA compliance and safety. He requested City support and advice to proceed or form a committee. Mayor Rippetoe explained the City utilizes South Central Illinois Regional Planning & Development for grant writing and that many grant require matching funds and specific City participation. He suggested they pursue private grant opportunities as they are commonly 100% funding. Judy Milleville commented the group would like to address unsafe bleachers, ADA restrooms, sidewalks to the spectator areas. Pals listed several projects consider for grant application. Mayor Rippetoe suggested they seek a grant source, determine a project and present at a future Council meeting.

Council approved Ordinance an Encroachment Permit for the Altamont Masonic Lodge # 533 on a motion by Commissioner Walker. Motion seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes. The encroachment will provide for an HVAC unit be mounted on a bracket 16’ above the alley on the Masonic Lodge building, 111 North Second Street.

Amy Rippetoe, Altamont Chamber Treasurer explained future community Chamber activities, specifically, a downtown Christmas event November 11th & 12th. The Council was asked to close Second St from Main to Washington for creation of an ice skating rink. Plans are in place for train rides, a tree lighting ceremony and possible vendors. The street closing will be presented for approval at a future meeting.

Council approved Ordinance 737-22; Authorizing Execution of Contract for Private Development Pursuant to the city of Altamont Redevelopment Plan for Tax Increment Area (American Legion). Commissioner Walker motioned for approval. Motion seconded by Commissioner Millevill. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes. $12,000 of TIF funds will aid in roof replacement of American Legion Post, 110 North Main St.

Council approved Ordinance 738-22; Authorizing Execution of Notice of Extension of Option for Purchase of Real Estate on a motion by Commissioner Milleville. Motion seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes. The original agreement with FCC Limited Partnership was approved Aug 2021.

Ordinance 739-22; Authorizing Purchase of Real Estate (301 N Main St) was tabled, as more Council members must be present for approval.

Council approved Pay Request #1 to Korte Luitjohan Contractors in the Amount of $18,718.20 for Raw Water Pump Installation on a motion by Commissioner Walker. Motion seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes.

Council approved Payment to BHMG Service Corp in the Amount of $45,406.75 for Electric Department and Water Department SCADA Replacement on a motion by Commissioner Walker. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes. $33,486.75 Electric Department $11,920.00 Water Department.

Council approved Letter of Understanding with Illinois Department of Transportation Regarding Restoration of IL 128 Shoulders on a motion by Commissioner Walker. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes. IDOT determined they will be damaging the shoulder area during construction, as a result they will remove the current should and replace it with 7.5” of asphalt. All future maintenance will be the responsibility of the City of Altamont.

Commissioner Walker had nothing to report.

Commissioner Milleville reported the Gilbert Park storage building roof is slated for replacement next month. A large stump in the southwest corner of Union Cemetery has been removed.

Mayor Rippetoe had nothing to report.

Clerk Stephen reported City Wide Yard Sales are scheduled for June 4, 2022. The City office personnel will be offering a free map of yard sale locations. Those wishing to have their sale indicated on the map should notify the City office by May 20, 2022.

The meeting was adjourned on a motion by Commissioner Walker and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Mayor Rippetoe, yes.
