City of Altamont City Council met Oct. 11.

The Council of the City of Altamont met in regular session at 6:00 pm, in the Community Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Mike Walker. Also present – John Broux, Altamont News; Charles Mills, Effingham Daily News; Michael Tappendorf, Milano & Grunloh; Luke Eastin, SCIRPDC; Cory Pals; Steve Bailey; Alan Heiens, Altamont Police Chief; and Sarah Stephen, City Clerk. Commissioner Tayler Polk was absent.
The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes. (Attachment 1)
Altamont Police Chief, Alan Heiens, presented the September Police Activity Report.
Jason Mislich addressed the Council concerning issues at the Jack Flash location. He stated truck drivers have difficulty identifying the property line. He suggested a chain link fence be installed at the edge of the concrete. Dogs, owned by truck drivers, run at large across his property and trash is not being picked up on the northwest section of the parking area.
Council approved Ordinance 715-21; City of Altamont TIF 2 South Tax Increment Financing Redevelopment Project Area Redevelopment Plan and Project. Commissioner Walker motioned for approval. Commissioner Slingerland seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes.
Council approved Ordinance 716-21; Designating the City of Altamont TIF 2 South Tax Increment Financing Redevelopment Project Area. Commissioner Walker motioned for approval. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes.
Council approved Ordinance 717-21; Adopting Tax Increment Financing for the City of Altamont TIF 2 South Tax Increment Financing Redevelopment Project Area. Commissioner Walker motioned for approval. Commissioner Slingerland seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes.
Council approved Ordinance AM-1657; Rezoning 207 N Third from SR-2 to B-2 on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes. The ordinance provides that property owned by the Altamont Fire Department is rezoned to business, allowing for future development by the Fire Department.
Cory Pals addressed the City Council on behalf of the Lion’s Club Soccer Program regarding a mole infestation at Gilbert Park. Diamonds used by the soccer teams require continual rolling of mole runs to make the grounds safe for the children. Burrow Turf Care provided recommendations for field renovation. Pals suggested a combined effort to kill existing vegetation, remove and reseed the diamonds. Mayor Rippetoe explained the City has been working with Burrow Turf Care to treat the park for grubs and McGinnis Wildlife has been contracted to trap moles. At the conclusion of the soccer season a more aggressive treatment can be done. Steve Bailey suggested a collaborative effort with the cost divided arbitrarily.
Council approved Bid Advertisement of Raw Water Pump Replacement, Piping & Electric Improvements on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes.
Council approved Ordinance 718-21; Authorizing Execution of the RMA Min/Max Contribution Agreement in the Amount of $128,654.99 on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes. The cost has held stable compared to the previous year.
Council approved Transformer Repair by Sunbelt-Solomon Solutions in the Amount of $34,620.00. Commissioner Walker motioned for approval. Commissioner Slingerland seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Mayor Rippetoe, yes. A main transformer at the Electric Plant is currently leaking. Repairs will be substantially less than full replacement. The repair will take approximately two days, with the cooler days being the best time for the transformer to be out of service.
A preliminary plat of South Point Subdivision was presented to the Council. Prior to approval of a final plat, streets names and covenants need to be established. Sales prices will be established prior to marketing. It is anticipated that construction of new homes could begin as early as spring/summer of 2022, depending on infrastructure installation.
Commissioner Slingerland reported the forester marked 434 trees for removal at the water reservoir. The destratifier motor was replaced.
Commissioner Walker reported junction boxes at Nori’s Yard have been placed underground to avoid damage.
Commissioner Milleville reported a one year plan with McGinnis Wildlife to trap moles at Gilbert Park is in place. An Arbor Day planting at Schmidt Park is planned for October 13th at 5:30. Three memorial trees donated by Garden Club members will be planted.
