City of Arcola City Council Met May 17.
Here is the minutes provided by the council:
Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Budd, Foran, Hensley, Smith and Becerra. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.
PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
CONSIDER AND APPOINT HOMERO GARZA TO THE VACANT ALDERMAN POSITION FOR WARD 3 Alderman Foran moved to appoint Homero Garza to the vacant Alderman position for Ward 3. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried. Homero Garza read the Oath of Office and took his seat at the council table.
APPROVAL OF MAY 03, 2021 COUNCIL MEETING MINUTES Alderman Foran moved to approve the May 03, 2021 council meeting minutes as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
APPROVAL OF MAY 01, 2021 THROUGH MAY 14, 2021 BILLS Alderman Hensley moved to approve the May 01, 2021 – May 14, 2021 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE 2021-2022 APPOINTMENTS BY MAYOR GARZA Alderman Smith moved to approve 2021—2022 appointments by Mayor Garza and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
ADOPTION OF ORDINANCE NO. 21-S-6, AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2021, OF THE CITY OF ARCOLA, DOUGLAS COUNTY, ILLINOIS, PROVIDING THE DETAILS OF SUCH BONDS AND FOR APPLICABLE ALTERNATE REVENUE SOURCES AND LEVIES OF DIRECT ANNUAL TAXES SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS, AND RELATED MATTERS Alderman Foran moved to approve Ordinance No. 21-S-6 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 21-S-7, ANNUAL
APPROPRIATION ORDINANCE Alderman Foran moved to approve Ordinance No. 21-S-7 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 21-S-8, AN ORDINANCE AUTHORIZING THE CITY TO BORROW FUNDS FOR THE EXECUTION OF ASSOCIATED DOCUMENTS – POLICE VEHICLE LEASE Alderman Smith moved to approve Ordinance No. 21-S-8 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 21-Z-4, SPECIAL USE PERMIT FOR A COMMUNITY INTEGRATED LIVING FACILITY AT 426 W JEFFERSON Alderman Budd moved to approve Ordinance No. 21-Z-4 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE POLICE DEPARTMENT WAGE SCALE ADJUSTMENTS Alderman Smith moved to approve police department wage scale adjustments as discussed at last meeting and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
UPDATE ON ROMINE DEMOLITION CASE – 320 E WASHINGTON Attorney Bequette reported that Ms. Romine did not appear at court May 13th. An order was entered that she repair or demolish the property by June 24th. If this is not done, she will be held in contempt.

Alderman Budd Had nothing at this time.
Alderman Foran Reported the Park, Street & Alley Committee met prior to this meeting and discussed current street and park projects, giving Gary permission to hire a seasonal park employee, downtown merchants request to regulate parking and installing vehicle charger at the Visitor Center.
Alderman Hensley Reported the Municipal Building & Grounds Committee met prior to this meeting. Sharon
Bickel, Angie Miller and Bonnie Yoder spoke on possible idea for Metropolitan Block. Would like for sheds to be placed on block and rented for small businesses. Discussed establishing a committee regarding ideas for Metropolitan block and establishing a relationship with the IL Innovation
Hub at EIU.
Alderman Smith Reported the Police, Ordinance & Enforcement Committee met following last regular council meeting and discussed wages and leasing new vehicle.
Alderman Garza Had nothing at this time.
Alderman Becerra Had nothing at this time.
As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
