Arcola City Council Met April 19.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Hensley, Ferguson, Budd, Foran, Huckstep and Smith. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Alina Budd, Joanna Laffey and Jennifer Doud spoke on ideas for Metropolitan Block site. Suggested a gazebo, picnic tables, playground equipment, mini amphitheater, fountain and, among other things, a wall in front of alley with mural of the old Metropolitan Block.

APPROVAL OF APRIL 05, 2021 COUNCIL MEETING MINUTES Alderman Foran moved to approve the April 05, 2021 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 03, 2021 THROUGH APRIL 16, 2021 BILLS Alderwoman Huckstep moved to approve the April 03, 2021 – April 16, 2021 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 21-C-1, AN ORDINANCE AMENDING CHAPTER 23 OF THE ARCOLA MUNICIPAL CODE – WATER & SEWER RATES Alderwoman Huckstep moved to approve Ordinance No. 21-C-1 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE 2021-2022 BUDGET Alderwoman Huckstep moved to approve 2021-22 budget and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE A 2.5% COLA ADJUSTMENT FOR FULL-TIME EMPLOYEES Alderwoman Ferguson moved to amend and approve a 2.5% COLA adjustment, with an amendment, or $0.50, whichever is greater. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE A $0.50 PER HOUR INCREASE FOR PART-TIME EMPLOYEES Alderwoman Ferguson moved to approve a $0.50 per hour increase for part time employees. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PURCHASE AND INSTALLATION OF THE SCADA OPERATING SYSTEM AS IDENTIFIED AND RECOMMENDED BY THE ARCOLA-TUSCOLA JOINT WATER AGENCY Alderman Foran moved to approve purchase and installation of the SCADA operating system and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

METROPOLITAN BLOCK UPDATE Attached find update for April.

COMMITTEE REPORTS

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Stated it was nice working with everyone and thanked them for their time and dedication to the City of Arcola, especially the mayor.

Alderman Budd Had nothing at this time.

Alderman Foran Thanked the mayor for his leadership and guidance. Feels he has always done what he felt is good for the city.

Alderwoman Huckstep Thanked everyone.

Alderman Smith Reported the Police, Ordinance & Enforcement Committee met prior to this meeting and discussed the update on applications for police officer and consideration of incentives. Also discussed the lease/purchase of new squad car and sale of old one. Thanked everyone.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
