City of Neoga City Council met Jan. 11

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were: Commissioners Hakman, Edwards, Helm, and Mayor Hartke. Commissioner Groves was absent. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, City Auditor Nick Sibenaller, Wes Chambers, and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular session minutes from December 28, 2020, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Hakman. Ayes, Commissioners Edwards, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 4-0.

After reviewing the executive session minutes from December 14, 2020, Commissioner Hakman made a motion to approve the minutes as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Hakman, Helm, Edwards, and Mayor Hartke. Nays, none. Motion carried. 4-0.

PUBLIC AFFAIRS, MAYOR HARTKE

WATER AND SEWER RATE INCREASE

City Clerk Evans reminded the Council that the wastewater rates were scheduled to be increased by 5% in January. Evans wanted to know if they wanted to keep the rates the same or proceed with the increase. Commissioner Hakman said that the annual audit shows that we have a surplus in those accounts, and he sees no reason to increase the rates. After a lengthy discussion, the consensus of the council was to review the rates again in April 2021.

FINANCE, COMMISSIONER GROVES

TREASURER’S REPORT

After no discussion, Mayor Hartke ordered that the treasurer’s report be filed in the City Clerk records.

AUDIT

Gilbert, Metzger & Madigan, LLP auditor Nick Sibenaller gave a report on the fiscal year end audit ending April 2020. Sibenaller went through the financial statements and explained in detail all the city funds.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

PURCHASE OF NEW HANGING HEATER

City Clerk Evans told the Council that one out of four hanging heaters at the water treatment plant has quiet working. Evans said that Superintendent Durbin felt that the heater needed to be replaced since the water plant is still in operation, and in a few months they will be using it for housing other equipment as well. Commissioner Helm agreed that it would be nice to have a new heater so that the other three did not have to work as hard. Commissioner Edwards said that he would like to think that the plant could still hold the equipment without the temperature being 70 degrees, so he would like to hold off on purchasing the heater. Helm agreed that it was not a necessity to have the heater, and if it turned cold in the plant the guys could turn the temperature up on the other heaters. The motion to purchase the heater died due to lack of a motion.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

Commissioner Edwards said that he did not have anything to report, but he will be meeting with Superintendent Durbin to discuss the 2021 MFT program. They will put together a list of roads that need to be oiled and chipped.

HEALTH AND SAFETY, COMMISSIONER HELM 

Commissioner Helm said that the house on Locust that caught fire still has not had anything done, and he wanted to know what the city could do about it. City Clerk Evans said that she would reach out to the owner to see what their plans are.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 7:35 p.m. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Hakman, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.
