Village of Dieterich Village Board met Oct.19

Here is the minutes provided by the board:

The Dieterich Village Board met in regular session at 6:30 PM at the Dieterich Civic Center. 

The meeting was called to order by President, Brad Hardiek and the Pledge of Allegiance was recited. 

The following Trustees were present: Carrie Galbraith; Derick Stumeier; Mike French; Sean Pankau and Bill Lane. Trustee Jeff White was absent. With five Trustees and President Hardiek in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson (via speakerphone), David Hartke, Brent Bohnhoff and Charity Bohnhoff. 

Charity Bohnhoff presented the plan for the proposed Dieterich Community Center, which is a 15,000 sq ft building that will contain a recreation center, 3 community rooms, workout facility, walking track and a daycare facility for 40 children. The daycare facility will be leased to a qualified daycare provider. The building will be located on Pine Street across from the elementary school on the land that was donated by the Dieterich Unit #30 School. There is a volunteer committee comprised of local residents that participated in the MAPPING sessions last fall and this group of volunteers is leading the way to fundraise the approximate $1.2 million needed to construct the building. The Board was unanimous in their support for the project and is excited to help see this facility come to Dieterich. 

Tenant farmer, David Hartke, was present to address the Board. David and his father, Phil, farm the field owned by Linda Hartke to the west of the Roman Drive homes in Hartke Subdivision. Phil met with President Hardiek on October, 10th 2020 to go over some issues. Along with large rocks, large chunks of asphalt and aluminum cans being thrown out into the field, several of the homeowners have been crossing the property line and having their personal property or dirt piles encroach into the filed. The field ditch that was previously cut by the Hartke’s has been filled in in spots along some of the yards. David asked for the Village’s assistance to talk with the homeowners about respecting the property line and requested the Village restore the field ditch. President Hardiek informed David that Village employee, Mike Campbell, had already contacted each homeowner regarding the property line issues and the issues have most likely been corrected already. Due to the possibility of liability issues, the Board was not willing to complete any work on the field ditch, since the Village did not have the proper easements to work in that area that was not Village property. David said that he would take care of the ditch and he and President Hardiek scheduled a time to walk the property line together again. 

A motion was made by Trustee M. French; seconded by Trustee B. Lane to approve the Omnibus agenda: approve minutes of the October 5, 2020 regular meeting. Roll call was 5 yes and 0 no.

During the water/sewer/streets portion of the meeting, it was reported the 45 mph speed limit signs had been moved by IDOT further west along Rt. 33 to the edge of the Village limits. 

A motion was made by Trustee M. French; seconded by Trustee B. Lane to hire Rodney Grunloh to reshape the ditch and install rip rap on the north side of the lagoon for $3,860.00. Roll call was 5 yes and 0 no. 

A motion was made by Trustee B. Lane; seconded by Trustee C. Galbraith to approve Ordinance 1047-2020: An Ordinance Authorizing Execution of Release of Reservation of Possibility of Reverter (Christopher L. Niebrugge & Gregory A. Niebrugge – Lot 11 Hartke Subdivision). Roll call was 5 yes and 0 no. 

A motion was made by Trustee C. Galbraith; seconded by Trustee B. Lane to approve Ordinance 1048-2020: Amending Ordinance No. 877-18, As Amended, and Authorizing the Sale of Real Estate in Second Replat of Hartke Subdivision No. 5 (Lot 23). Roll call was 5 yes and 0 no. 

A motion was made by Trustee M. French; seconded by B. Lane to approve Ordinance 1049-2020: Amending Ordinance No. 764-14, and Authorizing the Sale of Real Estate in North Pointe Estates Subdivision, Third Addition (Lot 91). Roll call was 5 yes and 0 no. 

A motion was made by Trustee C. Galbraith; seconded by Trustee M. French to approve Resolution 501-2020: Approving Final Plat for Recording Borntreger Subdivision. Roll call was 5 yes and 0 no. 

In Other New Business, a new driveway culvert application for Ryan Repking at 203 E. Virginia Street was reviewed and approved. 

There was no motion to enter into Closed Executive Session. 

During the comments portion of the meeting, President Hardiek thanked Trustee C. Galbraith for her research on the Covid guideline for employees that are under quarantine. Currently Clerk Gipson and her children are on mandatory quarantine. Clerk Gipson is able to work from home, and she does not anticipate needing to use the 2 weeks of Covid pay that are available. If she or any other employee needs to use the available Covid pay, there are tax credits by the Federal Government to pay the municipality back for the 2 weeks of employee wages. 

Also during the comments portion of the meeting, it was discussed that a new Public Works Manager title would be given to current Streets, Alleys and Parks employee Mike Campbell. Mike is already completing duties in the capacity of a manager role and an appropriate title needs to be given. The Personnel Committee will work on a new job description and discuss the new role further with Mike. This new title and job description will not include a pay raise currently and will be for a 6-month trial period. After the 6-month trial, a pay raise will be discussed.

At 8:05 PM a motion was made by Trustee M. French; seconded by Trustee S. Pankau to adjourn the meeting. Roll call was 5 yes and 0 no.
