City of Altamont City Council Met August 24

City of Altamont City Council met Aug. 24.

Here is the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm in the Community Room of the Municipal Building. The following members were present: Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Mike Walker; Commissioner Tayler Polk and Mayor Jason Rippetoe. Also present – Carissa Sitki, Altamont News; Charles Pagel; Charles Mills, Effingham Daily News; Michael Tappendorf, Milano & Grunloh; Kyle Stuemke and City Clerk Sarah Stephen.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Milleville and seconded by Commissioner Walker. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Kyle Stuemke thanked the Council for oiling South Sixth Street. He stated the property west of his residence was cleaned up years ago by the City, but has again grown up. When the drainage area was rebuilt, it developed some six foot deep areas that he cannot safely mow. The concrete culvert has a hole on top of it. He also expressed concerns of the water poor odor and taste.

Council approved payment to Taylor Construction for Roof Replacement at 603 West Monroe in the Amount of $26,510.04. Commissioner Polk motioned for approval. Commissioner Milleville seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

Council approved Payment to Richard & Tammy Kelly, Pursuant to TIF Agreement in the amount of $36,000. Commissioner Polk motioned for approval. Commissioner Walker seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

Council approved the Purchase of a 2015 Ford Dump Truck from Teutopolis Auto Sales in the Amount of $25,525.00. Commissioner Polk motioned for approval. Commissioner Slingerland seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

Council discussed connection of a chlorine analyzer to PLC & SCADA. Commissioner Slingerland explained a computer program will be written by BHMG Engineers to gather data from the chlorine analyzer and send to the SCADA. The alternative option is for an employee to physically watch the chlorine injection four hours daily. Commissioner Milleville motioned to approve BHMG to install the chlorine analyzer for a cost not to exceed $21,000. Commissioner Walker seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, no; Mayor Rippetoe, yes.

Commissioner Slingerland provided comparisons of options, received from Curry & Associates, to improve the wastewater south lift station force main. Mayor Rippetoe questioned why an 8” main is listed. Clarification will be obtained and reported in a future meeting.

Commissioner Slingerland reported Water has been busy consulting with IEPA, Rural Water Authority, engineers & other communities to find solutions to the water poor odor and taste. Divers have inspected the dam valve, a report will follow. The water tower mixer installation is completed. Commissioner Slingerland provided cost comparisons of potential water main replacement project, comparing phasing the replacement vs full project and the customer cost effect. The Sewer Department is waiting on a transformer for aeration equipment install. Manholes are being lined. Camera inspection of sewer mains in the northwest quarter of the City has been conducted. Mains had to be cleaned before inspection as mains were too restricted to allow camera access. A full report will be provided.

Commissioner Walker reported the solar grid testing is scheduled for August 26th. Random tree trimming is being accomplished. Service for Effingham Equity expansion is being installed.

Commissioners Milleville reported at Nori’s Yard trees have been trimmed, repainting of the gazebo is planned. He met with the Altamont Garden Club to discuss future plans. Some matured flower beds in Schmidt Park may be removed. Improvements are being planned at the Triangle. Club representatives will attend the next meeting to present a new project. Some new trees planted in 2019 by the State have not survived. The City will need to plan for replacement trees.

Commissioner Polk reported the Street Department has been helping the Water Department with maintenance. Carriage Lane reconstruction is looking good.

Mayor Rippetoe reported demolition of three buildings has been completed as detailed in the TIF agreement.

Clerk Stephen reported a late request was submitted to close Adams Street from Main to west side of Township building to allow the Open Door Diner to hold a 10th anniversary celebration on Friday, August 28th beginning at 2:00. Since the open seating resolution, for partial street closing was still in effect, Council agreed to the request.

Commissioner Milleville motioned to enter into Executive Session for the Purpose of Discussing Collective Negotiation Matter 5 ILCS 120/2 (c ) (2). Commissioner Walker seconded. Members voted as follows: Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.

No action was not taken as a result of Executive Session.

The meeting was adjourned on a motion by Commissioner Walker and seconded by Commissioner Slingerland. Members voted as follows: Commissioner Milleville, yes; Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.
