City of Arcola City Council met July 20.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Hensley, Ferguson, Foran, Huckstep and Smith. Alderman Budd was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF JULY 06, 2020 COUNCIL MEETING MINUTES Alderman Foran moved to approve the July 06, 2020 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF JULY 03, 2020 THROUGH JULY 17, 2020 BILLS Alderwoman Huckstep moved to approve the July 03, 2020 – July 17, 2020 bills as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-C-3, AN ORDINANCE AMENDING CHAPTER 22 OF THE ARCOLA MUNICIPAL CODE – LIMITING PARKING Alderman Smith moved to approve Ordinance No. 20-C-3 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-S-7, ANNEXATION OF 3 PARCELS TO THE CITY OF ARCOLA AND AMENDMENT OF ZONING FROM RURAL DEVELOPMENT (RD) TO INDUSTRIAL (I) Alderman Foran moved to approve Ordinance No. 20-S-7 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-S-8, ANNEXATION OF +/- 15 ACRES TO THE CITY OF ARCOLA AND AMENDMENT OF ZONING FROM RURAL DEVELOPMENT (RD) TO INDUSTRIAL (I) AND GRANTING A SPECIAL USE PERMIT FOR A COMMERCIAL SOLAR FARM Alderwoman Huckstep moved to approve Ordinance No. 20-S-8 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-Z-3, AN ORDINANCE AMENDING THE CLASSIFICATION OF ZONING OF +/- 13 ACRES FROM RURAL DEVELOPMENT (RD) TO INDUSTRIAL (I) AND GRANTING A SPECIAL USE PERMIT FOR A COMMERCIAL SOLAR FARM (THE SOUTHERN PORTION OF PARCEL #01-14-09-022) Alderman Foran moved to approve Ordinance No. 20-Z-3 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE THE RESIGNATION OF OFFICER CHANDLER JAQUES Alderman Smith moved to approve the resignation of Officer Chandler Jaques and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING PATROL OFFICER – JESSIE OAKLEY

Alderman Smith moved to approve hiring Patrol Officer Jessie Oakley at $18.50 an hour starting August 4th. Alderman Hensley seconded the motion.

DETERMINATION OF ACTION FOR 2020 FIREWORKS Council determined to talk to Cassie Yoder about possibly having fireworks at Green Mill Village. Bill is going to discuss this with her.

EXECUTIVE SESSION (5 ILCS 120/2c) Alderman Foran moved to go into executive session to discuss pending litigation and possible land transaction. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement Committee met prior to this meeting to discuss the resignation of Chandler Jaques, hiring Officer Jesse Oakley and the consideration of Amendments to Alcoholic Beverages.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
