Village of Dieterich Village Board met March 16.

The Dieterich Village Board met in regular session on Monday, March 16, 2020 at 6:30 PM at Village Hall.
The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.
The following Trustees were present: Carrie Galbraith; Mike French; Jeff White; Derick Stumeier; Bill Lane and Sean Pankau. With six Trustees and President Hardiek in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson; Mike Campbell; Del Wortman; Donnie Dorn and Karen Dorn.
Del Wortman, owner of Wortman Printing and a Veteran, has designed, produced and donated over six hundred 2020 wall calendars featuring all the area Veteran’s Memorials. Del donated the calendars to local American Legion’s to sell as a fundraiser. The Dieterich American Legion Post #628 Commander, Donald Dorn, along with Del Wortman, were in attendance to present a $500 donation of calendar proceeds to the Dieterich Liberty Memorial Park Veteran’s Memorial fund to be used towards upkeep of the Memorial.
A motion was made by Trustee M. French; seconded by Trustee D. Stumeier to approve the Omnibus agenda; approve minutes of the March 2, 2020 regular meeting. Roll call was 6 yes and 0 no.
A motion was made by Trustee J. White; seconded by Trustee B. Lane to purchase two 2” water meters from Midwest Meter to be used in the Unit #30 School building. These new meters will replace very old existing meters at a cost of $1,250 each, plus a $250 installation charge, for a total of $2,750. Roll call was 6 yes and 0 no.
Village Maintenance Employee Mike Campbell informed the Board of the costs of tiling the ditch on the north side of East Section Street from the CSS Jansen Home east to the ditch, which was about 300 feet. He suggested using schedule 40 pipe, which would be about $3,600 in material. The Board agreed to allow Mike to order the materials and work to install the ditch pipe when the ground dries out and he has time to complete the install.
Mike Campbell reported that he and Clayton Campton completed 13 golf cart inspections during the open inspection times the morning of Saturday, March 14th. If it wasn’t raining, they most likely would have had more golf carts present.
A motion was made by Trustee B. Lane; seconded by Trustee S. Pankau to award the 113 S. Main Street foundation removal to Effingham Asphalt. They were the low bidder at $2,950. Roll call was 6 yes and 0 no.
During the comments portion of the meeting, Trustee Jeff White reported the annual Easter Egg Hunt, scheduled for April 4th, was canceled due to concerns with the coronavirus. All of the businesses that donated to the Easter Egg Hunt were being asked to allow their donation to go to the Helping Hands food pantry at Dieterich Until #30 School. The Board agreed the Village’s donation should go to Helping Hands.
President Hardiek mentioned concerns with the coronavirus and allowing Village Hall to remain open to the public. Some local businesses had already announced their decision to close their offices to the public. After discussion, the Board agreed to close Village Hall to the public to better protect residents and employees until the coronavirus concerns were over. Village staff would still be working to maintain Village functions.
At 7:34 PM a motion was made by Trustee M. French; seconded by Trustee D. Stumeier to go into Closed Executive Session pursuant to 5ILCS 120/2(c) to discuss a land purchase matter pursuant to Section 2(c) (5) and to discuss a land sale matter pursuant to Section 2(c) (6). Roll call was 6 yes and 0 no.
At 8:15 PM the Board returned from Closed Executive Session. Upon roll call the following Trustees were present: Carrie Galbraith, Mike French, Jeff White, Sean Pankau, Derick Stumeier and Bill Lane. President Brad Hardiek presided over the meeting. Also at the meeting was Clerk Brittny Gipson.
At 8:15 PM a motion was made by Trustee M. French; seconded by Trustee J. White to adjourn the meeting. Roll call was 6 yes and 0 no.
