City of Altamont City Council met Jan. 27.

The Council of the City of Altamont met in regular session at 6:00 pm on January 27, 2020, in the Council Chambers of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Mike Walker and Commissioner Tayler Polk. Also present – Shelby Niehaus, Altamont News; Charles Mills, Effingham Daily News; Clarence Pagel; Nick Burrus; Lloyd Wendling Water Department; Dallas & Jennie Kendall; Roy Long; Dan Kruger; Bill Weaver; Terry Plowman and City Clerk Sarah Stephen.
The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Milleville and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. (Attachment 1)
Nick Burrus, Milano & Grunloh reported DCEO announced awarded grants. The grant application submitted for sewer line replacement was not approved because the application did not contain ample evidence of threat to public safety.
Terry Plowman addressed the Council expressing his frustration concerning the Council decision to prohibit sale of recreational cannabis within the City. He stated the Council rejected a probable revenue source that could help the City.
Dan Kruger provided pictures of flooding issues at his residence. He stated the problem escalated after the sidewalk replacement when a smaller drainage pipe was installed restricting water flow and causing water to backup into his back yard.
Dallas Kendall requested the old railroad pipe culvert area be cleaned again and repair of ruts from previous work done by the City. He asked if any plans have been established to assist with the drainage problem. Mayor Rippetoe stated he would be meeting with the township next week.
Mr. Kendall and Roy Long requested new sidewalks in front of their residences.
Pastor Bill Weaver, thanked the Council for prohibiting the sale of recreational cannabis.
Resolution 2020-01-01; Authorizing Sale of Surplus Equipment, 2002 Dodge Durango & 1995 Jeep Laredo was approved on a motion by Commissioner Polk and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. Items will be sold at Schmid Consignment auction.
Commissioner Milleville motioned for approval of Advertising of Mowing Bids. Commissioner Slingerland seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. Council Approved Milano & Grunloh Engineering Conduct Survey, Develop Plan, Bid Documents, & Construction Inspection for Reconstruction of Carriage Lane, Estimated Cost $15,000. Commissioner Polk motioned for approval. Commissioner Slingerland seconded.
Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes. The project will correct standing water on Carriage Lane and survey the alley for drainage improvements. Business District funds will be utilized.
Ordinance 684-20; Authorizing Lease of Real Estate, 600 South Main St was approved on a motion by Commissioner Walker and seconded by Commissioner Slingerland. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.
Commissioner Slingerland motioned to approve Ordinance 685-20; Amending Water Rates. Commissioner Walker seconded. Members voted as follows: Commissioner Milleville, no; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, no; Mayor Rippetoe, no.
Motion failed. Ordinance would have lowered the minimum usage from 1000 to 750 gallons.
Commissioner Polk motioned to approve payment to National Road Association of Illinois for Payment of National Road Kiosk in the amount of $500.00. Commissioner Milleville seconded.
Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Polk, yes; Mayor Rippetoe, yes.
Commissioner Slingerland reported a generator at the wastewater treatment plant has been repaired.
Commissioner Walker reported on January 18th four broken poles, due to high winds and ice caused a lengthy outage. He commended all those involved for their teamwork in reestablishing service. Electric Department employees have completed the first year of apprenticeship training.
Commissioner Milleville had nothing to report.
Commissioner Polk reported Effingham County assisted in patching South Third & Johnson streets.
Mayor Rippetoe had nothing to report.
