City of Martinsville City Council met Jan. 22.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes with Chris Perry absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit, Treasurer Teresa Connelly and attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

*Motion by T Propst 2nd by J Skinner to approve minutes of meeting from 01-08-2020. Upon roll call vote all alderman present voted for the motion (5)

*Motion by C Davidson 2nd by T Propst to approve computer upgrades to the Police Department from Doctor Digital not to exceed $1500. Upon roll call vote all alderman present voted for the motion (5)

*Motion by J Skinner 2nd by P Rukes to approve Ordinance # 2020-1-1 titled: “An Ordinance to Approve the Editing and Inclusion of Certain Ordinances as Parts of the Various Component Codes of the Codified Ordinances.” Upon roll call vote all alderman present voted for the motion (5)

*Motion by C Davidson 2nd by J Skinner to approve Ordinance #2020-1-2 titled: “An Ordinance Concerning the Sale of an Item of Personal Property Owned by the City of Martinsville.” (shot gun to Village of Westfield) Upon roll call vote all alderman present voted for the motion (5)

*Motion by C Davidson 2nd by P Rukes to approve the quote from Benjamin Halper, Photographer to photograph specified views of the exterior of the “WATER TOWER IN MARTINSVILLE, ILLINOIS” to satisfy site mitigation requirements set forth by the State of Illinois Historic Preservation Office, for an amount not to exceed $3458.50 contingent on the signed MOA being completed. Upon roll call vote all alderman present voted for the motion (5)

*Motion by J Skinner 2nd by M Lovell to approve University of Illinois Public Service Archaeology & Architecture Program to provide Historic American Engineering Record (HAER) recordation on the existing water tower located on the north side of Cereus Lane, East of Randall St., in Martinsville, Illinois for the cost of $4210.00 contingent on the signed MOA being completed. Upon roll call vote all alderman present voted for the motion (5)

*Motion by J Skinner 2nd by T Propst to approve the following members to the 2020 Summer Recreation Committee: Josh Parcel, Michael Zachary, Taylor Manuel, Patti Hollingsworth, Trent Maxwell, Brad Webb, Rachel Webb and Steve McCandless. Upon roll call vote all alderman present voted for the motion (5)

*Josh Parcel from the Summer Recreation Committee presented the following items they would like to City to consider helping with at the ball park: -replacing some fence at the T Ball field -running electric to the pavilion at Davidson Field -paint for concession stands and back stops and pipes -moving basketball courts and building new batting cages (one on each field) and using existing basketball court for parking -would like the old original concession stand to be torn down and cleaned up leaving the concrete pad for a future structure

*Council discussed replacement for retirees: will agree to hire Dessie Sharp to take city collector position starting March 2, 2020 @ $15 p/h and will look into replacement for Street Department around June or July

*Council discussed the 2003 Chevy S10 and will put it up for bids to be opened at the February 12th meeting noting it be sold “as is” and will not accept any bids under $750.

COMMENTS: *need to look into doing something about the house at 401 N Ferrell *seems to be more abandoned cars around town *water standing in yards on Randall Street *possible proposed ordinance written to address ditches being filled in causing drainage problems around town *concerned still with police protection *the Radakovic property has not had anything done since being served with notice and City is still actively pursuing it. PUBLIC COMMENTS: none With no other comments: **Motion by J Skinner 2nd by T Propst to adjourn the meeting @ 8:10 PM. All council members present voted for the motion. (5) Marlene Wilhoit
