City of Arcola City Council met October 21

Meeting 07

City of Arcola City Council met Oct. 21.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Budd, Foran, Huckstep, Smith and Hensley. Alderwoman Ferguson was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE 

Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT 

Randy Williams stated that the Arcola Foundation will meet October 28th and discuss the proposal brought to them regarding rebuilding old Lindenmeyer building.

Jeff Edwards commented on tearing down building. He received an estimate in amount of $255,000 to tear down entire block. He has spoken to owners of the Emporium building regarding this.

Pat Monahan commented that that block is a big place in Arcola history and feels it needs to be restored quickly. Stated the owners of Emporium are asking $120,000 for their building.

Wilmer Otto stated that Arcola needs more businesses, not more parking.

APPROVAL OF OCTOBER 07, 2019 COUNCIL MEETING MINUTES 

Alderman Smith moved to approve October 07, 2019 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF OCTOBER 05, 2019 – OCTOBER 18, 2019 BILLS 

Alderwoman Huckstep moved to approve October 05, 2019 – October 18, 2019 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE 

The TIF Advisory Committee met October 07th, reviewed and recommended the council approve request from Vernon Kuhns of Graber Building Supply & Hardware Inc. for a Storefront Rebate up to $20,000 for the façade project at the former True Value at 111 W. Springfield. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

The TIF Advisory Committee recommended the council approve request from Wilmer Otto for $115,000 to replace the east wall on the Applewood building at 213 E. Main. Alderman Smith moved to accept recommendation subject to a redevelopment agreement being entered into by the developer and the city agreeable to both parties. Alderman Foran seconded the motion. Roll call vote, Budd, aye; Foran, aye; Huckstep, aye, with reservations; Smith, aye; Hensley, aye. Motion carried.

APPROVE APPOINTMENTS TO THE REVOLVING COMMITTEE 

Alderman Foran moved to approve appointments of Mike Lindenmeyer, Kevin Monahan and Jennifer Shafer to the Revolving Committee. Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS 

There were no committee reports.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried. Adjourned at 7:35 p.m.
