City of Arcola City Council met June 17.

Here is the minutes provided by the council:

PUBLIC HEARING – APPROPRIATION ORDINANCE Mayor Ferguson opened the public hearing for the Appropriation Ordinance at 6:55 p.m. Mayor Ferguson ask if there was any comments or discussion regarding Appropriation Ordinance. There were no questions or comments. Mayor Ferguson closed the hearing at 6:56 p.m.

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Ferguson, Budd, Foran, Huckstep and Smith. Alderman Hensley was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Mayor Ferguson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF JUNE 03, 2019 COUNCIL MEETING MINUTES Alderman Smith moved to approve the June 03, 2019 council meeting minutes as presented and was seconded by Alderman Foran. Roll call vote, Ferguson, abstain; Budd, aye; Foran, abstain; Huckstep, aye; Smith, aye. Motion carried.

APPROVAL OF JUNE 01, 2019 – JUNE 14, 2019 BILLS Alderwoman Huckstep moved to approve the June 01, 2019 – June 14, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-6, ANNUAL APPROPRIATION ORDINANCE Alderman Foran moved to approve Ordinance No. 19-S-6 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-7, AN ORDINANCE ESTABLISHING PREVAILING WAGE RATES Alderman Foran moved to approve Ordinance No. 19-S-7 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-C-3, AN ORDINANCE AMENDING CHAPTER 22 OF THE ARCOLA MUNICIPAL CODE – YIELD INTERSECTIONS Alderman Budd moved to approve Ordinance No. 19-C-3 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-C-4, AN ORDINANCE AMENDING CHAPTER 22 OF THE ARCOLA MUNICIPAL CODE – TRAFFIC AND VEHICLES Alderman Smith moved to approve Ordinance No. 19-C-4 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND ADOPT RESOLUTION 19-R-8, A RESOLUTION ADOPTING FINE SCHEDULE RELATED TO ORDINANCE VIOLATIONS Alderman Smith moved to adopt Resolution 19-R-8 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE LEASE/PURCHASE FOR 2019 FORD SUV

Alderman Smith moved to approve lease/purchase for 2019 Ford SUV from Morrow Brothers Ford in Greenfield, IL in amount of $41,500 financed with First Mid Bank & Trust at 3.5% for 60 months. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Ferguson Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement Committee met prior to this meeting and discussed the vehicle lease, fine schedule and received a report from

Attorney Bequette regarding status of Main Street building. Also reminded everyone the car show is this Saturday.

City Administrator Wagoner reported that the issue with mowers being sold or repaired at property located on Taft Drive has, hopefully, been satisfied.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Adjourned at 7:10 p.m.
