City of Arcola City Council met  April 19.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Guyot, Foran, Huckstep, Smith, Hensley and Ferguson. City Administrator Wagoner and Attorney Bequette were also present. Treasurer Anderson was not present.

PLEDGE OF ALLEGIANCE Alderman Guyot led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF APRIL 01, 2019 COUNCIL MEETING MINUTES Alderman Foran moved to approve the April 01, 2019 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF MARCH 30, 2019 – APRIL 12, 2019 BILLS Alderwoman Huckstep moved to approve the March 30, 2019 – April 12, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

PRESENTATION BY THE ARCOLA FOOD PANTRY Darlene Budd and Karen Faler were present from the Arcola Food Pantry and explained that the Arcola Food Pantry is a Consignment Food Pantry that serves all of Douglas. They receive food from Champaign and Bloomington each week. Also receive food from drives done locally. They serve approximately 41 families weekly, 164 families monthly and 656 individuals monthly. The Financial support comes from annual fund drives, pack a sack food collection and memorials. They are in need of volunteers to help stock shelves, repack large volume items, pack weekly distributions, stock coolers and produce, assist client shopping and loading client groceries. Any support is appreciated.

CONSIDER AND APPROVE ORDINANCE NO. 19-Z-2, AN ORDINANCE AMENDING THE CLASSIFICATION OF ZONING AT 402 E. SPRINGFIELD ROAD – R-4 MULTI FAMILY Alderman Foran moved to approve Ordinance No. 19-Z-2 and was seconded by Alderman Smith. Roll call vote, Guyot, nay; Foran, aye; Huckstep, aye; Smith, aye; Hensley, aye; Ferguson, aye. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-Z-3, AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO M & L RENTALS – 711 S. ELM Alderman Foran moved to approve Ordinance No. 19-Z-3 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-3, AN ORDINANCE DECLARING SURPLUS PROPERTY AND AUTHORIZING SALE OF SAME PROPERTY Alderman Smith moved to approve Ordinance No. 19-S-3 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 19-R-6, A RESOLUTION APPROVING THE CONSTRUCTION AND MAINTENANCE AGREEMENT WITH THE ILLINOIS CENTRAL RAILROAD (CN) FOR IMPROVEMENTS TO 300 N AND THE CROSSING Alderman Foran moved to approve Resolution No. 19-R-6 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 19-R-7, A RESOLUTION ADOPTING THE DOUGLAS COUNTY MULTI-JURISDICTIONAL ALL HAZARDS MITIGATION PLAN Alderman Foran moved to approve Resolution No. 19-R-7 and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE WAIVING BIDS FOR ARCOLA-TUSCOLA BOOSTER STATION REPAIRS – PAINT AND METAL REPLACEMENT Alderman Foran moved to approve waiving bids and accept the plan for Arcola – Tuscola Booster Station repairs -- paint and metal replacement. Alderman Hensley seconded by motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE FY 2020 BUDGET Alderwoman Huckstep moved to accept the FY 2020 budget as drafted by Bill and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE COLA INCREASE FOR FULL AND PART-TIME EMPLOYEES This was tabled at this time.

COMMITTEE REPORTS

Alderman Guyot Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Reported the Budget & Finance Committee met prior to this meeting, discussed and approved budget for FY 2020. Also reviewed request from Carolyn Cloyd and Angie Miller with the Arcola Chamber of Commerce for an increase on TIF grant for much needed repairs to building housing Walk Thru Time Museum.

Alderman Smith Congratulated John Guyot on his 8 years of service on the council.

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Reported the Employees Relations Committee met prior to this meeting and discussed wage adjustments and increases.

Mayor Ferguson thanked John Guyot for his years of service to the council. Also

reported the hydrants will be flushed next week. He also wanted to let everyone know the CEO

Trade Show will be held Thursday, April 25th.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
