Mattoon Community Unit School District 2 Board of Education met Feb. 12.

Here is the minutes provided by the board:

The meeting was called to order by President Michelle Skinlo.

Roll call was taken.

ROLL CALL: Present: Gary Kepley, Ashli Overton, Susan Braun, Erika Weaver, Michelle Skinlo

Absent: Colleen Garner, Bill Standerfer

RECEPTION OF VISITORS:

Board President Michelle Skinlo welcomed all visitors present and opened the floor to those wishing to address the board on agenda and non-agenda items.

Agenda: Skinlo asked for a moment of silence for long-time Mattoon bus driver Marilyn Drum, who recently passed away.

Agenda: Bill Duey, of Fit-2-Serve, outlined the programs that are pairing Mattoon Community Unit School District 2 within the community to create community bridges. The programs include:

Generation 2 Generation-Program promoting the interaction each month of elementary youth with 200 seniors residing in 11 senior living facilities. Mattoon High School Family and Consumer Science students and Charleston High School Intearct Club also assist with the programs.

Farm 2 Table-First grade youth attend a monthly experiential learning environment, assisted by Eastern Illinois University’s Engagement and Volunteerism.

Farm 2 School-Second grade youth participate in programming and partner with Mattoon High School FFA students and master gardeners.

Learn 2 Serve-Pilot program with a 2019-2020 launch date.

Talents 2 Strengths Pilot Program-two fifth grade classes to work with Mattoon High School JROTC cadets.

CONSENT AGENDA: The Consent Agenda, consisting of the following items, was

presented to the Board for approval:

- Approval of the February 12, 2019 minutes of the regular meeting of the Board

-Approval of the February 12, 2019 Executive Session Minutes

- Financial – Payment of 2019 Feburary bills, 2019 monthly financial reports by fund, and the 2019 Budget to Actual Report as found in Exhibits 3.2a-3.2c

- Approval of the February 2019 Enrollment Report as presented - 3,296

- Approval of Title I 1003A School Improvement Grant.

- Approval of MHS Green Wave Winter Guard to attend championships in Springfield, MO March 29-30, 2019

-Freedom of Information Report-There were two requests this month. The first request was from the Illinois Retired Teachers Association for names and email addresses of all teachers and administrators retiring in 2019. We granted the request. The second request was from SmartProcure for purchasing records and financial software. The request was granted.

Overton moved, seconded by Braun, to approve the Consent Agenda as presented.

Roll call vote as follows: Kepley, aye; Overton, aye; Braun, aye; Standerfer, absent; Weaver, aye; Garner, absent; Skinlo, aye. Nays, none. Motion carried.

BOARD ACTION TO APPROVE THE PERSONNEL REPORT FOR MCUSD #2: Assistant Superintendent for Human Resources Dave Skocy presented the personnel report for board approval:

PRESENTATION AND BOARD ACTION TO APPROVE THE 2019-2020 SCHOOL CALENDAR:

Superintendent Larry Lilly requested board action to approve the 2019-2020 school calendar specifically Calendar A. The school calendar’s parameters meet the requirements of the following:

-Illinois School Code

- MCUSD#2 Board Policy 6.20

-The MESPA Contract -The MEA Contract

The calendar was based on the following input:

-A parent survey performed during August 2018 registration -Opinions from the MEA president and MESPA president

- Voting from school district staff allowing them to select either Calendar A or B. Calendar A received 80 percent of the vote.

Weaver moved, seconded by Overton, to approve the 2019-2020 Calendar (Calendar A).

Roll call vote as follow: Braun, aye; Standerfer, absent; Weaver, aye; Garner, absent; Kepley, aye; Overton, aye; Skinlo, aye. Nays, none. Motioncarried.

ANNOUNCEMENT OF THE JROTC MILITARY BALL ON MARCH 2, 2019 AT 5:30 P.M.: (Information Item):

Superintendent Larry Lilly announced the upcoming JROTC Military Ball on March 2, 2019 at 5:30 p.m. at Mattoon High School.

ANNOUNCEMENT OF THE JROTC FREEDOM BALL ON MARCH 3, 2019 FROM 2:00 P.M. - 4:30 P.M. (Information Item):

Superintendent Larry Lilly announced the upcoming JROTC Senior Citizens Ball on March 3, 2019 from 2:00 p.m. to 4:30 p.m. Community members age 50 and older are invited to attend.

PRESENTATION AND BOARD ACTION ON DIGITAL CITIZENSHIP AND K-5 SOCIAL SCIENCE CURRICULUM- CHRISTY HILD, DIRECTOR, STUDENT SERVICES

Christy Hild, director, student services, presented a proposed K-12DigitalCitizenshipCurriculum. DigitalCitizenship promotes safety, awareness and responsibility in our digital world. “It provides student-centered, media-rich lesson materials that emphasize skill building, critical thinking, ethical discussion, media creation, and decision making to students of allages,”according to Common Sense Education. There are 80 lessons in the full K-12 curriculum, with supporting materials such as student handouts, assessments, educational videos, family tip sheets, and professional development resources.The curriculum is free. Hild also presented K-5 social science curriculum. The curriculum guide format is as follows:

1. Social science measurement topics-K-5 learning progression

2. Each grade level quarterly scope and sequence

3. Corresponding proficiency sheets

4. Corresponding unit planning sheets

Hild recommended the board approve the addition of the K-12 Digital Citizenship Curriculum and the K-5 Social Science Curriculum.

Kepley moved, seconded by Overton, to approve the 2019-2020 Calendar (Calendar A).

Roll call vote as follow: Standerfer, absent; Weaver, aye; Garner, absent; Kepley, aye; Overton, aye; Braun, aye; Skinlo, aye. Nays, none. Motion carried.

EXECUTIVE SESSION: Braun moved, seconded by Weaver, at 7:33 p.m. to go into Executive Session to discuss matters pertaining to the appointment, employment, compensation, discipline, performance, or dismissal of specific employees.

A voice vote of “ayes” carried the motion.

Board President Michelle Skinlo declared the motion carried and the Board of Education to be in closed session.

Others present for the Executive Session were: Superintendent Larry Lilly, Assistant Superintendent for Human Resources David Skocy, Assistant Superintendent for Business Tim Condron and Student Services Director Christy Hild

OPEN SESSION RECONVENED: Board Vice President Colleen Garner declared Executive Session closed and Open Session reconvened at 9:15 p.m.

ADJOURNMENT: Overton moved, seconded by Kepley, to adjourn the meeting at 8:46 p.m.
