Arcola City Council met May 6.

Here is the minutes provided by the council:

SWEARING IN OF NEW COUNCIL MEMBERS Clerk Turner swore in Alderpersons Foran, Smith, Hensley and Budd.

Mayor Ferguson called the meeting to order at 7:05 p.m. Members present were Alderperson Foran, Huckstep, Smith, Hensley, Ferguson and Budd. City Administrator Wagoner and Treasurer Anderson were also present. Attorney Bequette was not present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF APRIL 15, 2019 COUNCIL MEETING MINUTES Alderman Smith moved to approve the April 15, 2019 council meeting minutes as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 13, 2019 – MAY 03, 2019 BILLS Alderwoman Huckstep moved to approve the April 13, 2019 – May 03, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR APRIL Alderwoman Huckstep moved to approve the Treasurer’s report for April and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE APRIL ZONING OFFICER’S REPORT The Zoning Officer reported 1 permit issued in the month of April with valuation of $187,200 and a fee of $249.60 was collected. Alderman Foran moved to approve the April Zoning Officer’s report as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE MAYORAL APPOINTMENTS Alderman Foran moved to approve the Mayoral Appointments and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

REPORT FROM JIM CRANE – MOTOR FUEL TAX ENGINEER Motor Fuel Tax Engineer Jim Crane reported that they will be pulverizing 5 or 6 streets this year. Also will be rebuilding intersection at E. Jefferson and Jacques. He reported the non MFT maintenance is approximately $24,150 and MFT maintenance is approximately $70,634.61.

ADOPTION OF CONSULTING ENGINEER AGREEMENT Alderman Foran moved to approve the Adoption of Consulting Engineer Agreement with a base fee of $1,250. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

ADOPTION OF MUNICIPAL ESTIMATE OF MAINTENANCE COSTS

Alderman Foran moved to approve the Adoption of Municipal Estimate of Maintenance Costs in amount of $95,750.61. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

ADOPTION OF RESOLUTION OF MAINTENANCE Alderman Foran moved to approve the Adoption of Resolution of Maintenance in amount of $71,700 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-4, AMENDMENT TO TIF REDEVELOPMENT AGREEMENT FOR THE ARCOLA CHAMBER OF COMMERCE Alderwoman Huckstep moved to approve Ordinance No. 19-S-4 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE INCREASING BASE PART-TIME POLICE OFFICER SALARY TO $17.50 AN HOUR Alderman Smith moved to approve increasing base part-time police officer salary to $17.50 an hour. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE A $0.75 PER HOUR INCRFEASE FOR SPECIFIED FULL-TIME POLICE OFFICERS Alderman Smith moved to approve a $0.75 per hour increase for specified full-time officers and was seconded by Alderwoman Ferguson. These Officers would be Roley, Suding and Bean. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE A $0.25 PER HOUR INCREASE FOR PART-TIME AND SEASONAL EMPLOYEES (NON-POLICE) Alderwoman Ferguson moved to approve a $0.25 per hour increase for part-time and seasonal employees (non-police). Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE A 2.5% COLA ADJUSTMENT FOR FULL-TIME EMPLOYEES Alderwoman Ferguson moved to approve a 2.5% COLA adjustment for full- time employees and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Chamber sponsored a Cinco de Mayo party Sunday and it was very successful.

Alderman Hensley Reported the Health, Sanitation, Trash & Recycling Committee met prior to this meeting and discussed the building collapse. The court date of May 07th has been changed to a later date. Discussed other dilapidated buildings and also on June 22nd the Douglas County Farm Bureau is hosting an electronics recycling event at the Arcola Elevator from 9:00 a.m. to noon.

Alderwoman Ferguson Had nothing at this time.

Alderman Budd Had nothing at this time.

Mayor Ferguson stated that this is Motorcycle Awareness Month and he has signed a Proclamation declaring this.

As this concluded the business of the meeting Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
