Arcola City Council met April 1.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Ferguson, Guyot, Foran, Huckstep, Smith and Hensley. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderwoman Ferguson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF MARCH 18, 2019 COUNCIL MEETING MINUTES Alderman Foran moved to approve the March 18, 2019 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF MARCH 16, 2019 – MARCH 29, 2019 BILLS Alderwoman Huckstep moved to approve the March 16, 2019 – March 29, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR MARCH Alderman Foran moved to approve the Treasurer’s report for March and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE MARCH ZONING OFFICER’S REPORT The Zoning Officer reported there were no Building Permits issued in the month of March and 1 Special Use Permit application fee paid in amount of $45. Alderman Foran moved to approve the March Zoning Officer’s Report as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

PRESENTATION BY THE ARCOLA FOOD PANTRY The Arcola Food Pantry will make presentation at next regular council meeting.

2 Arcola Junior High students who are members of OAV spoke on their involvement in the community. They explained that OAV stands for “Our American Voices” and is a Civics Involvement Group for students from 4th thru 8th grade. They spoke on some of the activities they have done previously and told council about project they are working on at this time. They are hoping to put extra trash cans in park and place posters around encouraging people to throw trash in cans and also use recycling. They also are going to clean up around town and plant flowers downtown.

REPORT FROM THE PLAN COMMISSION The Plan Commission met March 25th reviewed and recommended the council approve request from Merle Plank to construct duplex under special use permit on property zoned R-2 located at 711 S. Elm St. Alderman Foran moved to accept the recommendation of the Plan Commission and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

The Plan Commission reviewed and recommended the council approve a request from Reynaldo Gonzalez and Marisol Vega to rezone property located at 402 E. Springfield Rd. from B-1 General Commercial to R-4 Multi-Family. Alderman Smith moved to accept the recommendation of the Plan Commission and was seconded by Alderman Guyot. Roll call vote, Ferguson, aye; Guyot, aye; Foran, aye; Huckstep, nay; Smith, aye; Hensley, aye. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR CHANDLER JAQUES Alderman Smith moved a salary increase for Chandler Jaques in amount of $.75 per hour beginning April 02, 2019. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING A FULL-TIME POLICE OFFICER Alderman Smith moved to approve hiring Sean Lang as a full-time police officer at $18.50 an hour beginning April 16, 2019. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Ferguson Reported the Employee Relations Committee met prior to this meeting and discussed employee compensation.

Alderman Guyot Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement Committee met March 28th for interviews. Also met prior to this meeting and discussed officer compensation and hiring new officer.

Alderman Hensley Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

Adjourned at 7:15 p.m.
