Arcola City Council met Feb. 4.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Huckstep, Smith, Hensley, Ferguson and Guyot. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF JANUARY 21, 2019 COUNCIL MEETING MINUTES Alderman Foran moved to approve the January 21, 2019 council meeting minutes as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

APPROVAL OF JANUARY 19, 2019 – FEBRUARY 01, 2019 BILLS Alderwoman Huckstep moved to approve the January 19, 2019 – February 01, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR JANUARY Alderwoman Huckstep moved to approve the Treasurer’s report for January and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE JANUARY ZONING OFFICER’S REPORT The Zoning Officer reported 2 permits issued in the month of January with valuation of $78,017.50 and $279.47 in fees collected. Alderman Foran moved to approve the January Zoning Officer’s report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met January 29th reviewed and recommended the council approve two requests:

Arcola Chamber of Commerce proposed the Limit for a TIF Storefront grant be increased from $20,000 to $40,000. Alderwoman Huckstep moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Foran. Roll call vote, all ayes.

Motion carried.

Jesus Garza of 3 J’s requested a TIF Storefront Grant with a maximum grant award of $10,000 for remodeling of property located at 24 E. Main. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TOURISM ADVISORY COMMITTEE The Tourism Advisory Committee met January 30th reviewed and recommended the council approve requests from Arcola Chamber of Commerce: $14,957.23; Illinois Amish Heritage Center: $1,500; COYO: $2,500. Alderwoman Huckstep moved to accept the recommendation of the Tourism Advisory Committee and was seconded by Alderman Guyot. Roll call vote, Foran, aye; Huckstep, aye; Smith, abstain; Hensley, aye; Ferguson, abstain; Guyot, aye. Motion carried.

CONSIDER AND APPROVE HIRING POLICE CHIEF Alderman Smith moved to hire Tad Freezeland as Police Chief with a starting salary of $68,500 and was seconded by Alderwoman Ferguson. Roll call vote, Foran, aye; Huckstep, nay; Smith, aye; Hensley, nay; Ferguson, aye; Guyot; nay. Mayor Ferguson voted aye to break the tie vote. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 19-R-2, A RESOLUTION DECLARING A SURPLUS OF FUNDS IN THE SPECIAL TAX ALLOCATION FUND FOR THE CITY’S TAX INCREMENT FINANCING DEVELOPMENT PROJECT AREA (TIF DISTRICT #1) Alderman Foran moved to approve Resolution No. 19-R-2 and was seconded by Alderman Huckstep. Roll call vote, all ayes. Motion carried. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 19-R-3, A RESOLUTION DECLARING A SURPLUS OF FUNDS IN THE SPECIAL TAX ALLOCATION FUND FOR THE CITY’S TAX INCREMENT FINANCING DEVELOPMENT PROJECT AREA (TIF DISTRICT #2) Alderwoman Huckstep moved to approve Resolution No. 19-R-3 with the TIF District revised from 2 to 6. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CONTRACT FOR FIREWORKS Alderwoman Huckstep moved to approve contract for fireworks with Jamaica Pyrotechnics Inc. in amount of $7,500. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Foran Ask Bill to give report on water leak on South Pine.

Bill stated it was an issue with broken valves and the boil order should be lifted tomorrow.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement Committee met following last regular meeting and went into executive session.

Alderman Hensley Reported the Health, Sanitation & Recycling Committee met prior to this meeting and discussed leaf burning, dilapidated residential structures, and the Applewood building.

Alderwoman Ferguson Had nothing at this time.

Alderman Guyot Stated he appreciated the work the water and street employees did over weekend regarding water leak.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
