City of Martinsville City Council met December 12. 

Here is the minutes as provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst, John Skinner and David Doran with Mike Cribelar absent. Also in attendance were Mayor Herman Davidson and Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.


Upon roll call all council members present voted for the motion. (5)

** No Treasurer’s report was presented.

**Motion by D Doran 2nd by C Davidson to approve November 2018 bills payable in December 2018 in the amount of $87,596.90.

Upon roll call all council members present voted for the motion. (5)

**Motion by C Davidson 2nd by J Skinner to approve the dates submitted for monthly council meetings and paid Holidays with schedule attached.

Upon roll call all council members present voted for the motion. (5)

The City received a request from Jordan Perisho and the Spittler”s to vacate an alley that adjoins their property off of South Grant Street.

**Motion by D Doran 2nd by J Skinner to approve Ordinance # 2018-12-1 titled, “An Ordinance Concerning Vacating a Portion of an Alley”.

Upon roll call all council members present voted for the motion. (5)

The state legislature has expanded the time to file a charge of sexual harassment with the Illinois Department of Human Rights from 180 to 300 days, with this being said the ordinance we have in place needs modified in two sections affected by the change in legislation.

**Motion J Skinner 2nd by M Lovell to approve Ordinance # 2018-12-2 titled, “An Ordinance Concerning Sexual Harassment.”

Upon roll call all council members present voted for the motion. (5)

The liquor license ordinance needs to be modified now that Kraemart turned in their B license for a D license. The ordinance would reduce the number of Class B licenses from 3 to 2. The ordinance would also bring the current fee schedule up-to-date.

**Motion by D Doran 2nd by J Skinner to approve Ordinance #2018-12-3 titled, “An Ordinance Concerning Liquor Licenses”.

Upon roll call all council members present voted for the motion. (5)

**Motion by C Davidson 2nd by T Propst to award all full time employees a Christmas bonus of $300 and the part time office help $100.

Upon roll call all council members present voted for the motion. (5)

Mayor Davidson asked for council’s opinion on hiring more full time police officers in the surrounding communities to work part time for Martinsville and the council was in favor of this but did not want to consider the two names mentioned at this time.
